The State Administration for Market Regulation has issued new regulations to regulate the submission of compliance data for online transactions

Recently, the State Administration for Market Regulation issued the "Interim Measures for the Administration of Compliance Data Reporting in Online Transactions" (hereinafter referred to as the "Measures"), which standardizes the behavior of compliance data reporting in online transactions, leverages the key role of data in platform economy governance, guides platform enterprises to operate in compliance, enhances the efficiency of online transaction supervision, and promotes the healthy development of platform economy. The Measures consist of 21 articles, mainly including 4 aspects: clarifying the scope of compliance data for online transactions; Standardize the submission of compliance data for online transactions; Standardize the utilization and management of compliance data in online transactions; Support government data services and social governance. He Bo, director of the Internet Law Research Center of the China Academy of Information and Communications, said that online transactions are the core scene of the digital economy. While stimulating market vitality, they also breed a series of problems such as false propaganda, price fraud, quality defects, etc., which infringe on the legitimate rights and interests of consumers and undermine the order of the online market. Due to the long chain of online transactions and strong concealment of entities, traditional regulatory models face many challenges in solving the problems caused by online transactions, such as difficulty in discovery, evidence collection, and disposal. The Measures innovatively establish a governance mechanism of "platform reporting+government supervision+social governance", requiring online trading platforms to report transaction data, compliance records, and risk warning information, and achieve dynamic monitoring and intelligent analysis through technologies such as big data and artificial intelligence, which helps to promote the forward movement of regulatory checkpoints.
