The National Development and Reform Commission and four other departments will supervise and guide various regions and departments to timely disclose the list of enterprise related fee catalogs to the society, and establish a dynamic adjustment mechanism to regularly and irregularly inspect the compilation and implementation of enterprise related fee catalogs in various regions and departments. Enterprise related guarantee deposit is an important part of enterprise related fee matters. The guiding opinions have put forward clear requirements for the implementation of directory and list management of administrative fees and government funds. Regarding this, Guo Chuiping, Deputy Director of the Tax Department of the Ministry of Finance, stated that the Ministry of Finance has published a "one-stop" list of national government funds and administrative fees on its portal website. According to the guidance, relevant departments will continue to implement administrative fees and government fund preferential policies related to enterprises, such as continuing to implement preferential policies for cultural construction fees. Strengthen the management of administrative fees and government fund inventory system, and achieve full coverage of central and local fee fund projects. Conducting an evaluation and review of policies and measures related to enterprise fees is an important means of preventing illegal and irregular fee collection from the source. The State Administration for Market Regulation is currently working closely with relevant departments to study and formulate a comprehensive rectification work plan, clarifying the scope, standards, rules, procedures, etc. of the review. The charging of fees related to enterprises involves multiple departments, a wide range of fields, and complex issues, requiring strengthened coordination and horizontal collaboration among regions and departments. Niu Yubin said that relevant departments will conduct timely departmental consultations, jointly analyze and judge the situation of enterprise related fees, and evaluate the effectiveness of policy implementation. At the same time, further clarify the division of responsibilities and completion deadlines for key tasks such as establishing directory lists and evaluating fee policies, strengthen scheduling guidance, and strengthen joint departmental punishment for problems discovered.
