The Decision will come into effect on May 1, 2025. The revised content strengthens the requirements for enterprise inspections, clarifies the relevant licensing approval authority, and adjusts some penalty items. The main content is as follows. One is to revise the "Interim Measures for Random Inspection of Enterprise Publicity Information", clarifying that "market supervision and management departments at all levels should strengthen inspection coordination, effectively avoid arbitrary inspections, multiple inspections, and repeated inspections". The second is to revise the Implementation Measures for the Regulations of the People's Republic of China on the Administration of Industrial Product Production Licenses, clarifying that the approval authority for industrial product production licenses responsible for provincial market supervision and management departments shall not be delegated. Provincial market supervision and management departments may entrust the implementation of industrial product production licenses to lower level market supervision and management departments according to work needs. The third is to revise the "Measures for the Supervision and Management of Inspection and Testing Institutions", increase the punishment for false and misleading inspection and testing reports, and modify the "fine of 30000 yuan" for inspection and testing institutions that issue false inspection and testing reports to "a fine of less than 50000 yuan", and modify the "fine of 30000 yuan" for inspection and testing institutions that issue false inspection and testing reports to "a fine of less than 100000 yuan".
