According to the Ministry of Justice, in order to further strengthen the supervision and management of the public legal service industry, comprehensively improve the standardization level of public legal services such as legal aid, notarization, judicial appraisal, arbitration, etc., the General Office of the Ministry of Justice recently issued the "Three Year Action Plan for Improving the Standardization of Public Legal Services (2025-2027)" (hereinafter referred to as the "Action Plan"). The Action Plan proposes 13 specific measures from three aspects: strengthening full coverage, all-round, and full chain supervision, carrying out standardized governance in key areas, and improving regulatory systems and mechanisms. Starting from 2025, through three years of efforts, prominent issues in key areas such as notarization and judicial appraisal will be effectively addressed, the regulatory system for public legal service practice will be further improved, public legal services will be more standardized, the quality and credibility of public legal services will be significantly improved, and the satisfaction of the people with public legal services will be greatly increased, so that the people can truly feel the convenience, efficiency, and fairness of legal services. The Action Plan requires that judicial departments (bureaus) in various regions should focus on quality improvement, establish a comprehensive, full process, and hierarchical regulatory model through continuous strengthening of positive conduct and discipline, comprehensive strengthening of quality supervision, vigorous promotion of full process supervision, and continuous deepening of "double random, one open" supervision, etc., and form a dynamic regulatory system that is fully coordinated and linked up and down before, during, and after the event, further weaving and strengthening the regulatory network in the field of public legal services. The Action Plan specifies that in order to address the non-standard issues in the field of public legal services, especially in areas with high social attention and significant risks, we will carry out standardized governance, actively tackle problems, and continuously improve the quality and credibility of public legal services. In 2025, in the field of judicial appraisal, we will focus on key business areas, carry out quality evaluation of judicial appraisal documents, and further standardize the practice of judicial appraisal; In the field of notarization, the focus is on addressing issues such as difficulties in handling business applications, slow certification processing speed, and inadequate services for individual notary institutions, and further expanding and optimizing measures to reduce certification and provide convenient services for the public. The Action Plan emphasizes that judicial departments (bureaus) in various regions should focus on long-term stability, improve and perfect institutional mechanisms such as regulatory interviews, complaint handling, public notification, and collaborative supervision, establish a work pattern of administrative supervision, industry association self-discipline, legal service agency autonomy, and social force supervision, form a regulatory situation of co governance and co management, and promote the implementation and effectiveness of public legal service supervision work.
