The reporter noticed that the regulations have strengthened the full chain management of fire safety for electric bicycles, explicitly prohibiting the parking or charging of electric bicycles in public lobbies, evacuation routes, safety exits, stairwells and other areas, and prohibiting the carrying of electric bicycles and rechargeable batteries into elevator cars. Xiong Jinghua, Deputy Director of the Legislative Affairs Commission of the Standing Committee of the Municipal People's Congress and spokesperson for the Legislative Affairs Commission, introduced that the current regulations in this city were formulated in 1996 and were revised three times in 1998, 2002, and 2011. In recent years, the unique fire safety hazards of super large cities in the capital have become increasingly prominent. It is difficult to extinguish and evacuate fires in high-risk areas such as high-rise buildings and large commercial complexes. Weak fire safety links such as densely populated areas, centralized rental of self built houses in rural areas, and charging of electric bicycles urgently need to be regulated. It is necessary to comprehensively revise and improve the fire safety regulations based on the actual situation of the city in order to solve the prominent problems faced by the city's fire safety work. Xiong Jinghua said that the newly revised regulations clarify fire safety responsibilities and build a new pattern of fire protection work. According to the national Fire Protection Law and the spirit of national fire management system reform, the supervision and management subject of fire protection work will be changed from public security organs to emergency management departments, and the implementation subject will be changed from public security fire protection institutions to fire supervision departments. According to the principle of "managing industry must manage safety, managing business must manage safety, and managing production and operation must manage safety", strengthen the responsibilities of relevant government industry management departments, and improve the fire safety responsibilities of township governments and street offices; The regulations also regulate the fire safety responsibilities of government agencies, organizations, enterprises, institutions, and key fire safety units, and strengthen the fire safety obligations that individuals should fulfill. The Beijing Youth Daily reporter noticed that the newly revised regulations have improved the fire safety management system and specific management measures for high-rise buildings, large commercial complexes, densely populated areas, rural self built houses and other entities according to different scenarios. For example, the regulations stipulate that the management and use of high-rise buildings should establish a fire safety organization to unify the management of fire safety work, or equip fire prevention responsible persons and full-time technical personnel engaged in the management and maintenance of fire protection facilities; Clear signs and warning slogans should be set up at prominent locations such as entrances and exits, elevator entrances, fire doors, etc. to indicate the danger of fire, safe escape routes, emergency exits, and instructions for using fire-fighting equipment and facilities; Set up a safety evacuation route guidance map; Strengthen the daily management of fire pumps, hydrants, and sprinkler systems, and conduct at least one water running test every quarter. The management personnel of large commercial complexes should sign fire safety agreements with merchants, clarify the scope and responsible persons of merchants' fire safety responsibilities, and establish a sound fire safety assessment system; At least one individual inspection of building fire protection facilities shall be conducted every month, and at least one joint inspection shall be conducted every six months. Medical institutions and elderly care, rehabilitation, custody and other service institutions shall set up shelters and their signs in accordance with the national engineering construction fire protection technical standards, and shall not occupy them in violation of regulations; Carry out 24-hour monitoring of key places and locations in accordance with relevant regulations, and organize daytime and nighttime fire prevention inspections; Equip service recipients with respiratory masks, stretchers, wheelchairs, and other auxiliary evacuation equipment for those with limited mobility. Electric bicycles should be charged in designated areas. As electric bicycles enter thousands of households, fire safety cannot be ignored. The newly revised regulations strengthen the full chain management of fire safety for electric bicycles, from research and development, use to management. For example, the regulations prohibit parking or charging electric bicycles in public lobbies, evacuation routes, safety exits, stairwells, and other areas, and prohibit carrying electric bicycles or rechargeable batteries into elevator cars. Residential areas, work and living areas of units, etc. should set up centralized parking and charging places for electric bicycles according to standards. Electric bicycles should be parked and charged in designated areas. Units and residential property service enterprises should organize daily inspections to stop illegal parking, charging and other behaviors. Enterprises using electric bicycles for business activities shall establish and improve fire safety management systems and measures for electric bicycles, and implement fire safety management requirements. The specific management standards shall be formulated by the fire supervision department in conjunction with relevant departments. In addition, the regulations explicitly encourage enterprises, research institutions, and other units to carry out research and application of fire risk prevention and control technologies for electric bicycles and batteries. Next year, the number of non site inspections will exceed 60%. In terms of supervision, the regulations stipulate that this city will strengthen the construction of a smart fire city, use technologies such as cloud computing, the Internet of Things, big data, and artificial intelligence to build a fire protection application system for government services, fire prevention and control, emergency rescue, regulatory law enforcement, equipment and material support, and improve the level of fire prevention and emergency rescue in super large cities. Smart fire protection should be included in the overall layout of smart city construction, with unified planning and synchronized construction and implementation. In terms of institutional construction, the regulations stipulate that the fire supervision department shall formulate an annual fire inspection plan, coordinate the inspection subject, inspection object, inspection method, inspection items, and other contents; Clarify the measures for optimizing the business environment in the field of fire protection formulated by the fire supervision department, establish a graded and classified supervision mechanism, and strengthen the coordination and connection of fire inspections with relevant departments to reduce duplicate and multiple inspections; Promote off-site supervision in the field of fire safety to improve the pertinence and effectiveness of inspections. Strengthen source management, maintain safety bottom line, establish a linkage mechanism for fire design review, fire acceptance filing, fire safety inspection, unified approval management standards, unified processing time limits, and mutual recognition of approval results. Li Yunhao, member of the Party Committee and Chief Engineer of the Municipal Fire Rescue Corps, revealed that "in terms of non site supervision, we will collect more data resources while developing AI fire big model algorithms to enhance early warning and prevention capabilities from on-site supervision and data monitoring to intelligent supervision. We will further expand the application scenarios of non site fire supervision, and no longer conduct on-site inspections for those that can achieve supervision purposes through non site means.
