Ministry of Education: Serious Investigation and Punishment of Unhealthy Practices and Corruption in the Enrollment Process of Compulsory Education

Recently, the General Office of the Ministry of Education issued a notice to deploy the 2025 Sunshine Enrollment Special Action for Compulsory Education. The notice points out that the work goal of the special action is to further rectify the "black box operation" and "sharp enrollment" behaviors, strictly control specific types of enrollment such as pilot experimental projects, seriously investigate and deal with improper practices and corruption in the enrollment process, continuously improve the standardization, scientificity, and institutionalization of compulsory education enrollment work, continuously improve the long-term mechanism of fair enrollment, maintain a good educational ecology, effectively alleviate the education anxiety of students and parents, further enhance the sense of education achievement of the people, and serve the construction of an education powerhouse. The notice specifies the seven key tasks of the special action. One is to strictly implement the policy of enrolling students nearby. Establish a sound monitoring and early warning system for changes in the permanent school-age population. Scientifically and reasonably demarcate the enrollment area of the school. If the number of registered applicants in the area exceeds the school's enrollment plan or actual carrying capacity, admission shall be made according to the clearly announced rules. Students who have not been admitted shall be coordinated and arranged for admission in the adjacent area. The second is to strictly implement the requirement of exemption from entrance exams. Compulsory education schools are not allowed to select students through cultural course exams, tests, and other methods. After enrollment, balanced class arrangement shall be implemented, and key classes or fast and slow classes shall not be established or indirectly established. It is strictly prohibited to conduct illegal enrollment promotions or inspections of students and parents under the name of "Campus Open Day". The third is to strictly control specific types of enrollment. Various pilot projects for talent cultivation reform, as well as specific types of enrollment such as foreign languages, sports, and arts, will fully implement a provincial-level review system, carry out enrollment project evaluations, establish enrollment project ledgers, strictly control the number and scale of schools, and strictly regulate the scope and procedures of enrollment. The fourth is to strictly regulate the enrollment of private schools. Strictly implement the full coverage of "citizen recruitment" for compulsory education, and private schools enroll students within the approved area, giving priority to meeting the enrollment needs of students in the county (city, district) where the school is located. A comprehensive investigation should be conducted on private schools at the county (district) level. For those at risk of closure, the local education administrative department should issue early warnings and prepare student placement plans. The fifth is to strengthen the enrollment guarantee for migrant children. Fully implement the compulsory education enrollment policy of "two priorities, two inclusion, and residence permit as the main basis", and promote the compulsory education of migrant children of eligible agricultural transfer population to enjoy the same rights as the registered residence population in the place of immigration. Six is to refine support measures for special groups. Regularly carry out dropout control and education support, strengthen care and assistance for rural left behind children, children who have no one to support them, orphans, and students from economically disadvantaged families, and ensure that all eligible children are enrolled. Develop a policy for compulsory education for children with multiple children in the local area, with both the elderly and young attending school together. The seventh is to implement the "one thing of education enrollment". Improve the guidelines for local compulsory education enrollment, further optimize the enrollment process, and streamline the proof materials. Empower enrollment and admission work with digitalization, accelerate the implementation of "online one-stop service" for registration, material review, and admission. Improve the level of offline processing services and promote the "one door offline" approach. The notice requires that provincial education administrative departments strengthen their work deployment, implement the requirements of the special action into this year's compulsory education enrollment policies and work, refine work requirements, consolidate local responsibilities, and form a work situation of strict control and management. The Ministry of Education set up a column on the Chinese Education Supervision WeChat public platform from April to September, titled "Illegal Enrollment Issues in Compulsory Education". Education administrative departments at all levels should open up channels for reporting and handling complaints, and county-level education administrative departments should set up dedicated enrollment hotlines and actively publicize them. All regions should strictly enforce enrollment discipline, strengthen supervision of the enrollment process in conjunction with disciplinary inspection and supervision departments, and increase efforts to investigate and punish violations. Various regions should strengthen the publicity and interpretation of hot issues in enrollment policies, and guide parents to form reasonable expectations for learning. (New Society)
