The "Regulations on the Protection of Huangdi Mausoleum in Shaanxi Province" (hereinafter referred to as the "Regulations") officially came into effect on April 1st, and the protection of Huangdi Mausoleum will enter a new stage of rule of law. At the press conference, Zhao Hong, Director of the Regulations Department of the Legal Work Committee of the Standing Committee of the Shaanxi Provincial People's Congress, stated that promoting legislation for the protection of the Huangdi Mausoleum is an important measure to further regulate sacrificial activities, spread Huangdi culture, promote the integrated development of culture and tourism, and strengthen the overall and systematic protection of cultural and natural heritage. Therefore, the "Regulations" have been reviewed and passed by a unanimous vote at the 14th meeting of the Standing Committee of the 14th Shaanxi Provincial People's Congress, with a total of five chapters and 31 articles, and will be officially implemented from April 1st. At the same time, the Regulations have expanded the scope of protection for the Huangdi Mausoleum and established a multidimensional protection system covering cultural relics and intangible cultural heritage, ancient and famous trees, and natural environment. While protecting the cultural relics themselves, the ancient and famous trees in the protected area, such as the Qiaoshan Ancient Cypress Group represented by Huangdi Hand planted Cypress and Baosheng Cypress, intangible cultural heritage such as Huangdi Mausoleum Festival, as well as the surrounding historical features and natural environment, will be listed as protected objects. The Regulation also promotes the innovative utilization of traditional cultural resources, encourages the creation of Huangdi Mausoleum cultural tourism IP, develops Huangdi Mausoleum themed cultural and creative products, promotes the integration of culture and industry, and clearly lists prohibited behaviors and corresponding legal responsibilities within the protection scope in the form of a "negative list".
