The Third Session of the 14th National People's Congress, which closed on March 11, made important amendments to the Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at All Levels. Keeping pace with the times, revising and improving the Representative Law is of great significance for the development of people's democracy throughout the entire process, adhering to, improving and operating the system of people's congresses, and better transforming institutional advantages into governance effectiveness. The revision of the Representative Law this time strengthens the political requirements for National People's Congress deputies, focuses on fully leveraging the role of National People's Congress deputies, and improves the institutional mechanisms for guaranteeing the performance of their duties and behavior norms. It is a vivid example of grasping the laws of practice, expanding participation from all parties, and improving the quality of legislation. On March 17th, a symposium on studying and implementing the Representative Law was held in Beijing. People's Congress deputies are a heavy political responsibility. The system of people's congresses is a fundamental political system arrangement that adheres to the organic unity of the Party's leadership, the people being the masters of the country, and the rule of law. It is an important institutional carrier for the Party to lead the state power organs. People's congresses at all levels and their standing committees are political organs under the Party's leadership, and the work of the people's congresses is an important component of the Party Central Committee's deployment of governing the country. People's congress deputies at all levels are members of the state power organs at their respective levels, and participate in the exercise of state power in accordance with the law. National People's Congress deputies shoulder the heavy trust of the Party and the people, which is a heavy political responsibility. In terms of strengthening the political requirements for deputies to the National People's Congress, the Representation Law clearly stipulates that deputies should adhere to the leadership of the CPC, adhere to the guiding ideology of the Party and the country, and unswervingly follow the path of socialist political development with Chinese characteristics; It is required that deputies to the National People's Congress should take it as their own responsibility to adhere to, improve, and operate the system of people's congresses, be politically firm, serve the people, respect the rule of law, promote democracy, and be diligent and responsible, actively fulfilling their duties for the construction of the "four organs" of people's congresses and their standing committees at all levels; Representatives should study and implement the Party's theory, line, principles, and policies, familiarize themselves with the Constitution and the People's Congress system, firmly maintain their political stance, and fulfill their political responsibilities. Relying on the "two connections" mechanism to act as a bridge, National People's Congress deputies are important participants and practitioners of the entire process of people's democracy, and an important bridge and link between the Party and the state and the people. Zhang Haiou, deputy to the National People's Congress, is a pharmacist of Beijing Baitasi Pharmacy Chain Co., Ltd. He receives many patients and elderly people and often asks them what they are worried about. In May 2024, the public reported a medical injury case to Zhang Haiou. Zhang Haiou is well aware that according to the provisions of the Representative Law, it is necessary to base on the responsibilities of representatives, provide opinions and suggestions from the institutional and legal levels, and promote problem-solving. After carefully analyzing the case, Zhang Haiou further visited and researched, and proposed that the court should establish a specialized medical expert database for medical injury dispute cases based on the common problems of related cases. The Second Intermediate People's Court of Beijing attaches great importance to this and has carried out solid work. In December 2024, a medical expert database was established, and the first batch of 1872 experts were selected from the database. This is the first time that a medical argumentation professional team has been established in Beijing and even in the country. I will continue to implement the requirements of the Representative Law, effectively rely on the 'two connections' mechanism, better play the role of National People's Congress deputies, and serve as a bridge between the Party and the state and the people. "The reporter learned from the symposium that the Standing Committee of the Beijing Municipal People's Congress has been continuously improving its institutional mechanisms and strengthening the' two connections' in recent years. We will organize representatives in various forms to listen to the opinions and suggestions of the general public on key issues related to their immediate interests. We will regularly conduct on-site research, solicit opinions, contact the public, and report on our performance. Deeply carry out the "Ten Thousand Representatives Going to the Grassroots" activity, mobilize citizens to actively participate, and widely consolidate social consensus. The Standing Committee of the Jiangxi Provincial People's Congress will accelerate the process of local legislation, adhering to the important principles and spirit of amending the Representative Law, while highlighting the practical characteristics of Jiangxi. It will timely revise and improve the methods for implementing the Representative Law in Jiangxi Province, elevate the practical experience and innovative achievements of the work of people's congress deputies at all levels in the province in recent years into local regulations, and focus on improving the supporting system for implementing the Representative Law. The newly revised Representative Law aims to improve the mechanism for ensuring the performance of representative duties, and further enhance the institutional mechanisms for guaranteeing the performance of representative duties and regulating their behavior. In terms of improving the system of deputies' work, the NPC Supervision and Justice Committee has revised the working rules of the committee to enrich and improve the relevant content of deputies' work; Formulate the Measures for the Supervision and Justice Commission to Contact NPC Representatives, and refine the specific measures to contact representatives; Establish and improve the system of contacting representative libraries, invite representatives from relevant fields with relevant professional knowledge to join the database, and participate in committee activities on a regular basis. An important characteristic of the performance of duties by National People's Congress deputies is the collective exercise of powers and collective decision-making on issues, with collective activities being the main focus during recess. Therefore, there are multiple provisions in the Representative Law that stipulate "unified organization" and other related content; Article 43 stipulates that the standing committees of the people's congresses at or above the county level shall formulate annual plans for the work of deputies, coordinate and arrange the activities of deputies' performance in accordance with the law, and enhance the planning, organization, and standardization of deputies' performance activities. It is understood that the Standing Committee of the Beijing Municipal People's Congress will further promote high-quality content and handling of proposals and suggestions. Closely focusing on the reform and development of the capital and important people's livelihoods, promoting representatives to conduct in-depth investigations and research among the masses, actively exploring the cultivation and generation mechanism of high-quality representative proposals and suggestions. Taking the handling of representative suggestions as an important lever for practicing people's democracy throughout the entire process, we will establish a mechanism for the supervision of representative suggestions by the leadership of the Standing Committee, special committees, and representative working committees, and promote the realization of "two high qualities" in the work of representative proposal suggestions.
