What does it mean for marriage registration to go from cross provincial to nationwide

Recently, the State Council executive meeting reviewed and approved the "Marriage Registration Regulations (Revised Draft)", which implements the relevant provisions of the Civil Code and elevates the achievements of reform pilot projects such as "inter provincial registration" in recent years into a legal system. This is of great significance for regulating marriage registration work, optimizing marriage registration services, safeguarding the legitimate rights and interests of marriage parties, strengthening marriage and family construction, promoting social harmony and stability, and providing important legal guarantees for the management of marriage in the new era. The Ministry of Civil Affairs will implement nationwide marriage registration, which is a major positive news. In the past, newlyweds had to go back to their registered residence when they went through marriage registration, which required time, transportation and many other costs. In order to meet the demand of the public for nearby marriage registration, since June 2021, 21 provinces across the country have launched two rounds of pilot programs for cross provincial marriage registration, benefiting 492000 couples so far. As the name suggests, "Trans provincial General Office" means that in the provinces participating in the pilot project, the parties to the marriage registration who are not both local registered residence registration can apply for marriage registration at the marriage registration authority where the residence certificate is issued by presenting one party's residence card and both parties' household registers and ID cards, or choose to apply for marriage registration at one party's permanent residence. Compared with the past, both parties had to go back to their registered residence to register their marriage, which undoubtedly made a big step forward. However, the role of "trans provincial general office" is limited. Provinces that do not participate in the pilot cannot "trans provincial general office". Both parties have to go back to their registered residence places to handle it. This obviously does not adapt to the national conditions and trends such as China's increasing openness and frequent population mobility. Based on this, "nationwide application" is undoubtedly the most ideal reform of public marriage registration services. This transformation includes both institutional and technological changes. From a technical perspective, the pilot provinces for cross provincial marriage registration need to break through the business chain and data sharing bottlenecks of relevant departments, promote unified identity authentication docking, mutual recognition and sharing of electronic certificates and licenses, optimize marriage registration service procedures, and provide a series of technical support services. It is necessary for various regions to improve their digital government functions, enhance their digital and public service capabilities, remove information barriers between departments, and achieve information sharing. Now upgraded to "nationwide application", it means that the national marriage registration management system has been established, and there will be no more obstacles to people applying for marriage registration in any place. From an institutional perspective, the Marriage Registration Regulations stipulate that "when mainland residents get married, both men and women should jointly go to the marriage registration authority in the place where one party's permanent household registration is located to handle the marriage registration". Now that the revised draft of the Marriage Registration Regulations has been reviewed and approved, it is clear that institutional barriers have been removed for the implementation of nationwide marriage registration, and tailored legal guarantees have been formulated for the nationwide implementation. What does this mean? Firstly, for the hundreds of millions of floating population across the country, they can enjoy convenient services in marriage registration nearby. According to the data of the seventh national population census, 493 million people in China will be separated from their families in 2020. Marriage registration is also an important livelihood issue, so achieving nationwide marriage registration will help to clear and alleviate this major livelihood bottleneck and pain point, which is a livelihood project that benefits the people. Secondly, for marriage registration agencies at all levels, implementing the "nationwide application" will not only enhance the department's image, but also prevent the occurrence of erroneous registration and other situations. The occasional phenomenon of being married in the past has also put pressure on marriage registration agencies, and these problems can be avoided in the future. The nationwide implementation of marriage registration, like other government service reforms, aims to make data more accessible and reduce the need for the public to run errands. From a macro perspective, the nationwide implementation of marriage registration has provided convenience for the floating population, improved national public services, enhanced the quality of public services, and improved people's well-being. It is a practical livelihood project and an innovative move for the people. We must do practical things well and implement good deeds, so that people's livelihood projects can be better "implemented" and achieve full coverage as soon as possible, making "nationwide access" more smooth and convenient, so as to better benefit people's livelihoods.
