Enhancing the competitiveness of the aviation industry

The civil aviation industry is a national strategic industry, and its importance is self-evident. Data shows that in 2024, civil aviation completed 13.81 million hours of transportation flights throughout the year, with a total transportation turnover of 148.52 billion ton kilometers, 730 million passenger trips, and 8.892 million tons of cargo and mail transportation, effectively promoting cultural and sports tourism and inbound consumption, fully ensuring the domestic economic cycle. In recent years, the level of aviation safety operation in China has continuously improved, the quality of civil aviation services has steadily improved, and the industrial structure has shifted from a traditional closed mode to an open and integrated one, with increasingly enhanced synergies with other industries. The passenger transport volume increased from 319 million in 2012 to 730 million in 2024, a growth of nearly 129%. As of the end of last year, China's aviation services have covered 92.6% of prefecture level administrative units, 91.2% of the population, and 94.3% of the total economic output. The role of aviation services in driving the economy and boosting consumption is becoming increasingly evident. At the same time, domestic large aircraft are accelerating mass production, and the manufacturing industry chain is constantly expanding. The rapid development trend of low altitude economy and the increasingly perfect industrial system have driven new types of consumption such as low altitude tourism and equipment consumption, injecting new impetus into economic development. However, in terms of safe operation, facing the increasing demand for transportation and complex operating environment, the safety management system still needs to be further improved, especially in dealing with new safety risks, which pose challenges. In terms of data-driven development, the aviation industry has accumulated a large amount of data, but its ability to integrate and utilize data is insufficient, making it difficult to fully leverage the role of data in improving operational efficiency and service quality. In this regard, multiple measures should be taken in a comprehensive manner. On the one hand, strengthen the foundation of the rule of law and enhance technological innovation. Taking the Civil Aviation Law as the core, we will improve the legal and regulatory system of aviation safety, comprehensively consider the connection between international safety management experience and domestic safety production laws, promote the modernization reform of the safety management system, and promote the formation of a comprehensive and efficient standardized system for safety and service systems. Give full play to the role of law, expand the development space of industries, and meet the growing demands of the industry. Strengthen the construction of foreign-related rule of law, respond to complex international situations, and achieve overall coordination between foreign-related rule of law and domestic rule of law. Increase investment in aviation technology innovation, establish special research funds, and focus on supporting technology research and development in key areas such as aviation manufacturing, civil aviation intelligence, and green transformation, breaking through core technology bottlenecks and enhancing independent innovation capabilities. Establish a collaborative innovation mechanism between industry, academia, research institutions, and enterprises, encourage deep cooperation between universities, research institutions, and enterprises, jointly build innovation platforms, and accelerate the transformation and industrial application of scientific and technological achievements. Cultivate a group of competitive aviation manufacturing enterprises and enhance their position in the global aviation industry chain. On the other hand, optimizing data governance and promoting integrated development. Establish unified data standards and specifications, integrate multi-source data from airlines, airports, air traffic control, etc., break down data barriers, achieve efficient sharing and circulation of data, and promote the construction of collaborative operation mechanisms. By utilizing advanced technologies such as big data, artificial intelligence, and blockchain, we will promote the construction of low altitude economic infrastructure, broaden the application scenarios of low altitude economy, promote the intelligent upgrading of key transportation and aviation equipment, and enhance the overall intelligence level of the aviation industry. Build a data-driven management decision-making mechanism to improve the efficiency and service quality of air transportation, enhance industry management efficiency, and strengthen the competitiveness of the aviation industry. Promote the deep integration of air transportation with other modes of transportation, strengthen the construction of comprehensive transportation hubs, achieve seamless connection between aviation, railways, highways, and urban transportation, and enhance passenger travel experience and cargo transportation efficiency. Optimize the layout of the comprehensive transportation network, plan air transportation routes and airport construction reasonably based on regional economic development needs and industrial layout, and promote coordinated regional development.
