Starting from September 1st, AI generated composite content must be labeled

Recently, the State Internet Information Office, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration of Radio and Television jointly issued the Measures for the Identification of Artificial Intelligence Generated Composite Content (hereinafter referred to as the "Identification Measures"), which will come into force on September 1, 2025. The "Identification Measures" clarify that artificial intelligence generated composite content identification mainly includes two forms: explicit identification and implicit identification. Explicit identification refers to the identification added in the generated composite content or interactive scene interface, presented in the form of text, sound, graphics, etc., and can be clearly perceived by users; Implicit identification refers to the identification that is added to the generated composite content file data through technical measures and is not easily perceived by users. The "Identification Measures" propose that service providers should add explicit identification to generated composite content such as text, audio, images, videos, virtual scenes, etc. When providing functions such as downloading, copying, and exporting generated composite content, they should ensure that the file contains explicit identification that meets the requirements; Implicit identifiers should be added to the metadata of files that generate composite content, including attribute information of the generated composite content, service provider name or code, content number, and other production element information; The user service agreement should clearly specify the methods, styles, and other standardized content for generating composite content identifiers, and prompt users to carefully read and understand the relevant identifier management requirements. When the Internet application distribution platform launches or goes online for review, it shall require the Internet application service provider to explain whether it provides artificial intelligence generation and synthesis services, and verify the materials related to its generation of synthetic content identification. The "Identification Measures" emphasize that no organization or individual shall maliciously delete, tamper with, forge, or conceal the generated composite content identification specified in these Measures, shall not provide tools or services for others to carry out the above-mentioned malicious acts, and shall not harm the legitimate rights and interests of others through improper identification means.
