Recently, the Education Department of Hunan Province formulated and issued the "Several Measures to Support College Students' Entrepreneurship" (hereinafter referred to as the "Measures"). We need to continuously deepen our understanding and comprehension of relevant policies, and prepare for the subsequent implementation of detailed rules. College students are the driving force behind innovation and entrepreneurship. This sense of urgency and responsibility is evident in various universities in Hunan. Teacher guidance is the key to student innovation and entrepreneurship. At the end of 2024, the General Office of the People's Government of Hunan Province issued the "Several Policies and Measures to Strongly Support College Students' Entrepreneurship in Hunan Province", aiming to fully stimulate the entrepreneurial enthusiasm of universities, teachers, and college students. To further implement this deployment and encourage and support more college students to participate in the 'Golden Seed' entrepreneurship competition and engage in entrepreneurial practice, we have formulated the 'Measures' Lan Yong, Deputy Director of the Education Department of Hunan Province, said. The 'Measures' have introduced six policy measures centered around the three main entities of universities, teachers, and college students. According to the Measures, the situation and effectiveness of entrepreneurship work in universities will be included in the annual assessment of the leadership team, the Party Secretary's Party building performance report, and the per capita funding arrangement. Teachers who have effectively guided college students in entrepreneurship can directly apply for teaching achievement awards and obtain provincial-level education reform project approvals, and receive preferential treatment in talent project evaluations, professional title assessments, and graduate student indicator arrangements. For college students, their entrepreneurial experience and achievements can be converted into credits and used as a substitute for their graduation thesis (thesis), enabling them to take a leave of absence to start their own business, flexibly switch majors, and have the opportunity to receive awards and priority for graduate studies. Hu Xiayi, Dean of the School of Entrepreneurship and Outstanding Engineer at Xiangtan University, said that in the past, university teachers mainly had "two paths" to take in professional title evaluation: one was to take the path of scientific research and achievement transformation, and the other was to take the path of teaching and competition guidance. However, there is still a relative lack of professional title evaluation for teachers who guide entrepreneurship, and it is urgent to open up a dedicated career promotion track for them. The guidance of teachers is the key to students' innovation and entrepreneurship, "said Hu Xiayi. They will actively and quickly refine the evaluation criteria in the future. We are focusing on introducing corresponding regulations through the 'three enhancements' Zhang Shengli, Director of the Innovation, Entrepreneurship, and Employment Guidance Department at Hunan Agricultural University, introduced that specific measures include: firstly, optimizing curriculum reform, implementing project-based teaching, promoting the integration of entrepreneurship and professional education, and building interdisciplinary entrepreneurship courses to connect with modern agricultural industries; The second is to refine the credit reform and formulate the "Credit Recognition Method for Entrepreneurial Achievements". Entrepreneurial enterprises and competition scores can be converted into credits, and excellent projects can replace graduation theses; The third is to support school entrepreneurship incubation bases to provide one-stop services such as business registration and financing, simplify the approval process for taking leave of absence, and promote flexible education systems to support college students to start businesses while studying. The student group expects more fair entrepreneurship regulations, and the college student group has also put forward suggestions and expectations for the 'Measures'. I hope that the next detailed rules issued by the school can clarify how to 'offset credits' and how many credits can be offset Xu Weiwei, a master's student in the class of 2022 at Hunan Agricultural University and founder of Changsha Keqier Technology Co., Ltd., said that the university has also explored "credit deduction" before, but mostly focused on the deduction of quality development courses. He once struggled to find a "balance point" between entrepreneurship and education, but unfortunately, he did not encounter such good policies at the beginning of his entrepreneurship. He said, "How to objectively and fairly evaluate entrepreneurial achievements, who will determine their eligibility to 'exchange credits and replace graduation theses', and develop transparent and operable standards for entrepreneurial achievement recognition, these are issues that need to be carefully considered. Do not let good policies become' loopholes' in the policy of 'credit deduction'. In addition, Tang Jia said that college students include undergraduate, master's, and doctoral students, but the incentives in the Measures are more inclined towards the undergraduate level. However, graduate students have greater potential in scientific research and innovation, with higher academic pressure and research requirements, making it more difficult to achieve a balance between entrepreneurship and academia. The current policies seem to have less consideration for the needs of master's and doctoral students, and it is hoped that specific regulations can be introduced to incentivize entrepreneurship among master's and doctoral students. Su Tuo, a 2022 undergraduate student and entrepreneur at Hunan Normal University, believes that the selection mechanism for entrepreneurial projects at the school level needs to be further optimized. Different entrepreneurial projects may have slight differences due to disciplinary backgrounds and business models, and should not be evaluated based on a single evaluation criterion. (New Society)
