Recently, the "Guangdong Coastal Zone and Marine Spatial Planning (2021-2035)" (hereinafter referred to as the "Plan") has been approved by the Provincial People's Government and issued for implementation by the Provincial Department of Natural Resources. The Plan highlights the harmonious coexistence between humans and the ocean, proposing the construction of a charming space in the Guangdong Sea with a "golden inner bay, east and west wings, and five major island clusters". According to the Plan, the sea area planning scope covers all jurisdictional sea areas and uninhabited islands in Guangdong Province, with an area of approximately 64700 square kilometers (including 1906 uninhabited islands), and the land area research scope covers approximately 53300 square kilometers (including 57 inhabited islands), with a total planned area of 118000 square kilometers. The Plan proposes that by 2035, a comprehensive development and protection pattern, management and governance system integrating land and sea will be formed, and a high-quality, high-efficiency, and highly dynamic coastal zone will be fully built. The Plan comprehensively promotes the protection and development of uninhabited islands, dividing 1906 uninhabited islands in the province into ecological protection islands and development islands, and implementing a list based management. Among them, the development oriented islands focus on ensuring the island demand for various projects, which are divided into six categories: agricultural, forestry, animal husbandry, and fishery islands, transportation islands, industrial and mining communication islands, recreational islands, special islands, and other islands. At the same time, the Plan connects the marine spatial pattern proposed in the Land Spatial Planning of Guangdong Province (2021-2035), combines the "bay economy" with different characteristics and advantages in coastal areas, and divides seven basic units, namely, the Greater Shantou Bay Area, the Greater Red Bay Area, the Greater Asia Bay Area, the Bay Area around the Pearl River Estuary, the Greater Guangzhou Bay Area, the Hailing Bay Area, and the Leizhou Peninsula, to build a development pattern of "six bay areas and half island".
