According to Vietnamese media reports, the 9th Special Session of the 15th National Assembly of Vietnam passed a resolution on investment policies for the Lao Cai Hanoi Hai Phong railway project on the 19th. After completion, the railway will connect the northern provinces of Vietnam with the southwestern region of China. The Vietnam News Agency reported that Vietnam aims to build a new modern railway to meet the domestic transportation needs of Vietnam and the international transportation needs with China, creating an important driving force for rapid and sustainable economic and social development, leveraging the advantages of the Lao Cai Hanoi Hai Phong Economic Corridor, and ensuring effective connection between domestic and international railway networks. According to the resolution, the total length of the main railway line is about 390.9 kilometers, and the three branch lines are about 27.9 kilometers long, passing through 7 provinces and 2 cities in Vietnam, including Lao Cai Province, An Pei Province, Phu Tho Province, Yongfu Province, Hanoi City, Beining Province, Xing'an Province, Haiyang Province, and Haiphong City. The project plans to build an electrified railway that can be used for both passenger and freight purposes, with a track gauge of 1435 millimeters. The main line from Xinlaojie Station to Nanhai Fang Station is designed to have a speed of 160 kilometers per hour, the hub section in Hanoi is designed to have a speed of 120 kilometers per hour, and the remaining sections are designed to have a speed of 80 kilometers per hour. Starting from 2025, prepare feasibility study reports and strive to complete them by 2030 at the latest. According to a recent report by Vietnam News Agency, Vietnamese Minister of Transport Chen Hongming reported to the National Assembly on the 13th that the proposed funding sources for this railway project include the national budget, domestic capital, foreign capital, and other legal capital, with a preliminary total investment of approximately 203.231 trillion Vietnamese dong (about 8.369 billion US dollars).
