More than 20 cities across the country optimize their housing provident fund policies
2025-02-17
Since the beginning of this year, more than 20 cities across the country have introduced measures to optimize and adjust their housing provident fund. The reporter found that many cities will increase the housing provident fund loan amount, reduce the down payment ratio, and support flexible employment personnel as important contents of policy optimization. Since February, many regions have introduced policies to adjust and optimize housing provident fund loans. Dalian, Jinan, Changsha and other cities have all increased their housing provident fund loan quotas to varying degrees. After sorting through, the reporter found that the maximum loan amount in various regions has increased by several hundred thousand yuan, and the maximum loan amount for highly educated talents, families with multiple children, and green buildings has also been raised to varying degrees. In addition, various regions have made detailed adjustments to housing provident fund policies for specific groups. Tianjin, Yichang, Lanzhou and other places have explicitly included flexible employment personnel such as individual industrial and commercial households and freelancers in the scope of housing provident fund contributions. In principle, they can also enjoy multiple rights and benefits such as "business to public" and "multi child family provident fund loan support policies". Chengdu has responded to the national policy of delaying retirement by extending the maturity date of housing provident fund loans, with men not exceeding 68 years old and women not exceeding 63 years old. This means that the repayment period has been extended by 3 years, which helps to reduce the pressure of repayment. Beijing: Pilot housing provident fund direct payment of rent "Direct payment of rent" refers to the withdrawal method in which the provident fund center transfers the housing provident fund that can be withdrawn by the depositor from their provident fund account to the pilot housing rental agency account on a monthly basis, based on the depositor's authorization and application, for the purpose of paying rent. After the implementation of the new policy, many citizens have already applied for the "direct payment of rent" service. As personnel return to work, the number of people benefited by the policy will gradually increase. The reporter learned that the depositor does not need to pay rent first and then apply for withdrawal of housing provident fund, effectively reducing the cost of renting for the depositor. In addition, housing rental agencies can achieve timely rental collection, reduce cash flow pressure, and enhance overall market competitiveness. The Beijing Housing Provident Fund Management Center stated that this year, based on the pilot results, it will continue to connect with other housing rental agencies and gradually promote and implement it throughout the city. In addition, cities such as Shanghai and Qingdao have increased their support for housing provident fund withdrawals by increasing the amount of rental withdrawals, increasing the frequency of withdrawals, reducing withdrawal restrictions, and expanding coverage. Data shows that in recent years, the amount and number of people who have withdrawn housing provident fund for renting in China have grown rapidly, supporting over 15 million new citizens, young people and other deposit groups to withdraw housing provident fund to pay rent every year, with over 80% of them being young people under the age of 40. Since February 1 of this year, Xiamen citizens have cancelled the provision of registered residence or work certificate for the withdrawal of housing provident fund for the purchase of houses in other places in the province. After the policy adjustment, if Xiamen deposit employees purchase their own houses in other cities in the province after February 1, 2025, they will no longer be restricted by the restrictions of registered residence or workplace, so as to achieve barrier free withdrawal across the province. Not only Xiamen, but also Putian, Nanping and other places have optimized the intergenerational mutual assistance policy of housing provident fund within the province. Intergenerational mutual assistance refers to the option for parents and children of homebuyers who purchase self occupied housing within the province and meet the conditions for housing provident fund withdrawal to support their purchase. The reporter learned that the recipients of intergenerational mutual assistance for purchasing houses in the province must withdraw in a certain order, and there are corresponding regulations on the amount of withdrawal. The total amount of housing provident fund that the buyer and their parents and children can apply for withdrawal shall not exceed the total price of the house. Industry insiders say that the two policies of remote extraction and intergenerational mutual assistance have formed a policy combination, quickly breaking down barriers to the use of housing provident fund within the province and helping to promote the rational flow of talents. At the same time, the intergenerational mutual assistance mechanism has innovated the housing financial support model, which has demonstrative significance for improving the multi subject supply and multi-channel guarantee housing system.
