Recently, the Ministry of Commerce and the State Administration for Market Regulation jointly issued the "Opinions on Supporting Standardization Construction and Promoting Institutional Opening in National Service Industry Comprehensive Pilot Demonstration Provinces and Cities" and the "List of Standards Revision and Related Work Tasks for National Service Industry Comprehensive Pilot Demonstration Provinces and Cities (First Batch)", promoting the pilot construction of standardization in national service industry comprehensive pilot demonstration provinces and cities. The comprehensive pilot demonstration of expanding the opening up of the national service industry (hereinafter referred to as the "pilot demonstration") is a major opening measure of the Party Central Committee and the State Council. It has been implemented in 11 provinces and cities across the country, and its leading and driving role in the development of the national service industry opening up is increasingly evident. The person in charge of the Foreign Investment Department of the Ministry of Commerce stated that standards, as an important part of institutional openness and an important support for the construction of a modern industrial system, are an emerging work area for pilot demonstration. Focusing on the implementation of the strategic deployment of further comprehensively deepening reform and promoting Chinese path to modernization, the Opinions put forward the overall requirements and relevant organizational guarantee measures for carrying out standardization construction in pilot demonstration provinces and cities, and defined 17 key tasks in four aspects. In terms of serving national strategies and the overall economic and social situation, we will formulate and revise standards for the recycling and utilization of bulk consumer goods such as household appliances, home products, and consumer electronics, as well as renewable resources, to support equipment updates and trade in of consumer goods. Revise standards for living services such as accommodation, catering, and elderly care to promote the improvement and expansion of service consumption. Improve the standard system for emerging industries such as new generation information technology, artificial intelligence, commercial aerospace, and low altitude economy, and accelerate the application of scientific and technological innovation achievements. Explore the development of environmental, social, and governance (ESG) evaluation standards to promote green and low-carbon transformation. In promoting high-level standardization and opening-up to the outside world, we will improve the management system for investment and trade facilitation, as well as industry standards for service trade, enhance the transparency and predictability of policy measures, promote alignment with international high standard economic and trade rules, and accelerate the implementation of China's commitments. Support relevant industries to transform and apply advanced foreign standards, develop international standards, serve the international business needs of domestic enterprises, ensure national treatment for foreign-invested enterprises in standard setting, and promote international standardization exchange and cooperation. In terms of improving the foundation of industrial development, standards will be formulated around characteristic advantageous industries such as new materials, intelligent equipment, and life and health, as well as their key links, to promote differentiation exploration. Explore the development of technology, processes, and management standards that meet the needs of the integration of modern service industry and advanced manufacturing industry in fields such as digital economy, healthcare, public services, and modern logistics. Support the demonstration development of key park platforms and the standardization of business environment construction. In building an efficient and collaborative standardization system, it is necessary to clarify the paths, methods, management services, and support measures for departments, localities, and enterprises to participate in standardization construction, strengthen work linkage, unite work forces, and create a work loop. At the same time, in order to ensure the implementation of the "Opinions", the Ministry of Commerce and the State Administration for Market Regulation, together with relevant departments, have issued the first batch of work task lists, which specify the division of labor among pilot demonstration provinces and cities according to the standard hierarchy, fields, corresponding market demands, and work needs, support relevant provinces and cities to explore and jointly serve the construction of a unified national market based on local characteristics and advantages. Specifically, it includes 104 standard revisions and related work tasks, which will be continuously updated dynamically in the future.
