Fu Cong said that UN Secretary General Guterres pointed out in his report that the recent sudden change in the situation in Syria may allow terrorist organizations to take advantage of the chaos and their weapons depots to fall into the hands of terrorists. The international community should maintain high attention to this. Recently, Syria granted senior positions to foreign terrorist fighters, including the leader of the terrorist organization "Turkestan Islamic Party" listed by the Security Council, also known as the "East Turkestan Islamic Movement". China expresses serious concern about this. China urges the Syrian authorities to fulfill their counter-terrorism obligations and prevent any terrorists from using Syrian territory to threaten the security of other countries. A large number of foreign terrorist fighters have been stranded in Syria for a long time, causing serious security risks. China supports accelerating the repatriation process and calls on relevant countries to take back their own personnel as soon as possible. Fu Cong stated that terrorist organizations such as ISIS, Al Qaeda, and the East Turkestan Islamic Movement are currently very active in Afghanistan and are interconnected, which not only undermines the security situation in Afghanistan, but also poses a threat to regional and international peace and security. China calls on the Afghan interim government to take visible and verifiable actions to dismantle and eliminate all terrorist organizations based in Afghanistan. China supports Central Asian countries and the Shanghai Cooperation Organization to strengthen cooperation with Afghanistan, work together to address security challenges related to terrorism, help Afghanistan integrate into regional economic cooperation, and eradicate the breeding ground for terrorism. Fu Cong said that Africa is becoming a new frontier in international counter-terrorism. Insufficient counter-terrorism capabilities are a challenge faced by many African countries. The international community should increase its support in terms of funding, equipment, intelligence, human resources, and logistical supplies. The United Nations and partners should strengthen cooperation with regional organizations such as the African Union to support Africa in enhancing its counter-terrorism capabilities and building counter-terrorism institutions.
