Recently, when reporting to the Standing Committee of the National People's Congress on the construction of world-class universities with Chinese characteristics and advantageous disciplines, the relevant person in charge of the Ministry of Education said that the construction of universities is still mainly funded by financial allocations, and the ability to leverage the input of social forces needs to be improved. At the joint meeting of the 12th meeting of the Standing Committee of the 14th National People's Congress, the relevant responsible person of the Ministry of Finance also said that the next step is to optimize the implementation of the donation matching policy, give play to the role of education foundations at all levels, guide and encourage social forces to jointly support the "double first-class" construction, and encourage colleges and universities to actively strive for various resources to invest in the "double first-class" construction. In recent years, the construction of "Double First Class" universities has attached increasing importance to the expansion of external resources, and the sources of funding have become increasingly diverse. A diversified investment mechanism has been initially established, which includes central guidance, local support, self financing by universities, and social participation, providing strong guarantees for the reform and development of "Double First Class" construction universities. However, compared with the diversified funding sources of world-class universities overseas, the diversified investment mechanism of China's "Double First Class" universities still needs to be improved, and the channels for social forces to participate are still not smooth. Against the backdrop of the strategic investment mechanism reform in the construction of a strong education country, the traditional model of strong fiscal funding supply can no longer meet the needs of building universities. One of the important issues related to the effectiveness of the construction process is to introduce key resources and development funds through high-quality interaction with social forces such as enterprises and social foundations. The so-called social forces refer to enterprises, organizations, social groups, other social organizations, alumni, and individuals who are enthusiastic about the development of education and use non-state financial education funds to support schools. Its value is not only reflected in the supply of funds, but also plays an important role in collaborative research and development, joint talent cultivation, and public welfare co creation. Encourage the construction of universities to take the lead in establishing a "big resource concept", and through building a co construction, sharing, and cooperative development ecology, more actively mobilize social forces to support the construction of the "Double First Class", which will bring long-term positive impacts to the construction of the "Double First Class". To mobilize more social forces to support the construction of the "Double First Class" initiative, it is necessary to establish a normalized cooperative relationship with social forces. The construction of "Double First Class" universities involves many fields, and social forces also have differentiated development demands. Creating conditions to deepen mutual understanding and enhance trust between both sides is crucial. To build a future oriented collaborative relationship, it is necessary to establish and improve a regular dialogue and communication mechanism, seek the greatest common denominator of mutual development, smooth the path of cooperation, and reach and activate more potential external resources. For example, universities can strengthen communication and interaction with industry leaders (foundations) and other social forces, and explore more opportunities for cooperation and co creation. In fact, the process of interacting with social forces itself is also an opportunity to test the achievements of education and demonstrate the effectiveness of the "Double First Class" construction. Universities are the main force of basic research and an important component of national strategic scientific and technological forces. Basic research scenarios are one of the key points guiding social forces to support construction. In recent years, some enterprises and universities have made active explorations in this area. For example, some enterprises have invested resources through the establishment of science foundations, scientific research funding projects, and technology awards, which have effectively supported a group of outstanding researchers to devote themselves to research and have also made basic research more closely integrated with the forefront of the industry. It is worth paying attention to and considering how to make good use of the two strategic resources of fiscal funds and social forces in the field of basic research, and achieve value gain and resource doubling of investment. Whether it is scientific research school enterprise cooperation or public welfare donations based on university foundations, tangible and implementable projects are the foundation for social forces to participate, as well as the starting point and foothold for universities to obtain resource support. Guiding social forces to support the construction of "Double First Class" requires effective support for funding projects at different levels, including scientific research and talent cultivation projects, as well as public welfare projects that are tangible and humanistic for teachers and students in universities. For example, the "Good Photo Head · Free Snapshot Station" project created by Beijing Institute of Technology with donated funds provides free ID photo shooting services to assist students in their studies and employment, enhancing their sense of achievement and happiness. To mobilize more social forces to support the construction of the "Double First Class" initiative, it is necessary to leverage the strategic role of university foundations. At present, more than 130 out of 147 "Double First Class" universities have established foundations. As a key platform for diversified fundraising in universities, university foundations are located at the intersection of internal and external connections, supply and demand, and have many advantages in introducing social forces. From recent years' fundraising practices, it can be seen that some "Double First Class" construction university foundations have gradually embedded themselves in the school's strategic development process, playing a positive role in supplementing the school's development funds and other aspects. The Education Foundation of Beijing Normal University, in conjunction with the school's Strong Teacher Project strategy, actively guides social forces, including central enterprises, to support the cultivation of excellent teacher trainees, and guides them to flow to the places where the country needs them most, promoting the high-quality and balanced development of regional education. In the future, "Double First Class" universities should make good use of the foundation platform, optimize donation allocation policies, fully tap into its strategic value, and leverage external resources to support the development of universities in a more professional and efficient manner. Mobilizing more social forces to support the construction of "Double First Class" universities not only means abundant educational resources and optimized financial conditions, but also a transformation of educational philosophy and an iteration of social interaction models. Therefore, it is necessary to establish a sound mechanism for diversified collaborative investment and guide social forces to support the construction of "Double First Class" universities.
