Expand and strengthen the health consumption market

In recent years, the global health consumption market has shown a strong development trend. According to research reports, by 2023, the global health economy market will reach a size of 6.3 trillion US dollars, accounting for over 6% of global GDP. Among them, the per capita health consumption expenditure of residents in North America and Europe far exceeds that of the Asia Pacific region. Developed countries have relatively mature experience in promoting healthy consumption and the development of the health industry. One is to design a national top-level health strategy, establish national health promotion institutions, and improve residents' health literacy. The German Federal Ministry of Health has established the Federal Health Promotion Center and set up branch centers in 16 states, establishing health promotion stations in communities. The second is to promote the mutual promotion and coordinated upgrading of health consumption and the health industry, provide policy protection and innovative support for the health industry, and ensure high-quality supply of health consumption. Japan has formulated unique policies to protect and support innovative drugs, as well as special tax incentives for the pharmaceutical industry, and attaches great importance to the cultivation of human resources related to health services. The third is a sound social security and medical insurance policy system, which plays an important role in promoting the conversion of residents' health consumption willingness and enhancing their health consumption ability. Health consumption is the best focus to promote the shift from a disease centered approach to a health centered approach. The report of the 20th National Congress of the Communist Party of China regards "Healthy China" as an important part of China's overall development goal by 2035. In recent years, China has formulated and implemented a series of policies to promote healthy consumption and the development of the health industry, significantly improving the health literacy level of residents and driving the rapid development of the health consumption market. The level of residents' health literacy has increased from 17% in 2018 to 29.7% in 2023. Based on the actual development, efforts can be made to expand and strengthen the health consumption market and promote sustainable development from the following aspects. One is to create a healthy consumption environment. Continuously carry out the national health literacy promotion campaign, strengthen early screening, diagnosis, and treatment of key diseases, as well as prevention and control of chronic diseases, and cultivate health concepts, skills, and behavioral habits. Support industry associations in formulating binding regulations such as industry guidelines and ethical standards, and promote the formation of a market environment where businesses operate in a standardized manner and the public can consume with confidence. Support the community to create a model of "smart and healthy families", develop guidance manuals or guiding opinions for family healthy living, and form a demonstrative and leading role. Shushan District, Hefei City, Anhui Province actively explores the construction of a "health grid" and promotes the integration and mutual promotion of health services and grassroots governance. In the first half of 2024, a total of 152 health inspection services were carried out, and health education covered more than 10000 people. The second is to cultivate and strengthen new growth points for healthy consumption. Improve the quality of personalized health monitoring and evaluation, consulting services, rehabilitation nursing, and other health management services. Develop the consumption of ready to eat nutritional supplements, nutritional supplements, and other nutritional foods. Cultivate women's health consumption in areas such as medical beauty, oral care, cosmetics, muscle building and weight loss, and weight management. We will expand the consumption of China-Chic traditional Chinese medicine, which focuses on creams, Tonic Diet, and tea drinks. Promote the consumption of smart health appliances, as well as home healthcare and nursing consumption such as home medical tools and home health care. The third is to enhance the ability of medical insurance payment for health consumption. Expand the coverage of medical insurance, explore the inclusion of qualified "Internet plus" medical services, appropriate TCM medical services and traditional Chinese medicine in medical insurance as required, and promote the implementation of medical insurance policies related to home based medical services. Encourage regions with conditions to increase the reimbursement ratio for chronic diseases and hospitalizations in primary outpatient clinics. Promote the expansion of the scope of family mutual assistance in employee medical insurance personal accounts, and support the use of surplus funds in personal accounts for family members to participate in basic medical insurance payments for urban and rural residents. Actively develop commercial medical insurance. Zhejiang Province has launched the "Zhe Li Hui Min Bao" commercial supplementary medical insurance project, which benefits the people. Through a universal system design, about 90% of the premiums are used for compensation, and the actual burden of medical expenses is significantly reduced. The fourth is to enhance the convenience of residents' health consumption services. Actively building a coordinated medical community and hierarchical diagnosis and treatment service circle, supporting grassroots health management services such as rehabilitation nursing, medical and elderly care integration, and hospice care. Strengthen the classification management and planning layout of health service outlets, actively promote the construction of grassroots traditional Chinese medicine service networks, and support the integration of convenient living circles into health retail and service outlets. Innovate and implement "Internet plus" medical and health services, and develop e-commerce platforms for drugs and medical devices. The medical insurance department innovated the service mode of "Internet plus+medical insurance", promoted medical insurance code (medical insurance electronic voucher), opened up the whole process of medical treatment for the masses, enriched the application scenarios, and greatly improved the convenience of medical treatment. The fifth is to precisely implement strategies to empower the development of the health industry. Dynamically compile a health industry catalog and provide policy support to enterprises within the catalog in areas such as technology, taxation, land use, and funding. Intensify cross departmental integration of health industry policies and collaborate on value-added services across the entire industry chain. Optimize the negative list for foreign investment in the health sector, launch a special campaign to attract high-quality enterprises in the health industry chain, and support leading global health enterprises to establish Asia Pacific regional headquarters, research and development centers, and production bases in China.
