On January 15th, the Ministry of Commerce and other departments issued two documents to implement subsidies for the purchase of new mobile phones, tablets, and smart watches (bracelets), as well as to arrange for the 2025 home appliance trade in program, clarifying specific subsidy categories and standards. According to the Implementation Plan for Subsidies for Purchasing New Mobile Phones, Tablets, and Smart Watches (Bracelets) (hereinafter referred to as the "Plan") released by the Office of the Ministry of Commerce and five other departments, the maximum subsidy for each digital product such as mobile phones is 500 yuan. Specifically, the "Plan" proposes that individual consumers who purchase three types of digital products (mobile phones, tablets, smart watches (bracelets)) (with a single selling price not exceeding 6000 yuan) can enjoy a purchase subsidy. Each person can receive one subsidy per category, and the subsidy ratio for each item is 15% of the final sales price after deducting all discounts from production, distribution, and mobile operators. The maximum subsidy for each item is 500 yuan. The plan requires accelerating the progress of fund disbursement. Under the premise of ensuring financial security, simplifying the process of fund verification and shortening the redemption cycle can be achieved by adopting methods such as advance allocation of funds and rolling redemption of funds to alleviate the pressure of policy participation in business entities' advance funding. The Notice on Doing a Good Job in the Work of Home Appliance Trade in 2025 (hereinafter referred to as the "Notice") issued by the Office of the Ministry of Commerce and four other departments clarifies the scope of subsidies for home appliance trade in 2025. Specifically, subsidies will be provided for individual consumers to purchase 12 types of household appliances, including refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, range hoods, water purifiers, dishwashers, rice cookers, and microwave ovens, that meet or exceed energy efficiency or water efficiency standards of level 2. The subsidy standard is 15% of the final sales price of the above-mentioned products. For products that purchase energy efficiency or water efficiency standards of level 1 or above, an additional subsidy of 5% of the final sales price will be given. Each consumer can receive a subsidy of 1 item per product category (up to a maximum of 3 items for air conditioning products), with a maximum subsidy of 2000 yuan per item. Each region independently determines the specific varieties of the 12 types of household appliances mentioned above. In addition, the Notice proposes to encourage localities to subsidize other bulk durable household appliances based on the actual consumption of local residents. Products with energy efficiency or water efficiency labels shall refer to the subsidy standards for the 12 types of household appliances mentioned above, while products without energy efficiency or water efficiency labels shall not be subsidized higher than the subsidy standards for Level 2 energy efficiency products.
