On January 13th, the "Notice of the People's Government of Guangdong Province on Copying and Promoting the 9th Batch of Reform and Innovation Experience of China (Guangdong) Pilot Free Trade Zone" (hereinafter referred to as the "Notice") was released, proposing to replicate and promote the 21st batch of reform and innovation experience formed in the fields of investment facilitation, trade facilitation, rule of law construction, and transformation of government functions in Guangdong Pilot Free Trade Zone.
The Notice proposes to replicate and promote a total of 16 reform items throughout the province.
Among them, in the field of investment facilitation, there are three reform items, including "promoting one-stop services for land delivery and real estate registration", "promoting the reform of" integrating verification and registration "for construction projects", and "deepening the market-oriented allocation reform of data elements".
In the field of trade facilitation, there are seven reform items, including "directly handling exit border inspection procedures for newly built or repaired international navigation ships", "optimizing the border inspection clearance mode for international navigation ships carrying automobiles", "establishing a nearby ship audit mechanism", "cross-border application of maritime electronic certificates", "extremely brief report on application procedures for Hong Kong and Macao yachts", "new regulatory model for 'triple three identical' supply of fresh aquatic products to Australia", "new intelligent machine inspection model for small passenger vehicles", etc.
In the field of rule of law construction, there are four reform projects, including "exploring diversified dispute resolution mechanisms for tender offer settlement procedures", "implementing a system for Hong Kong people's supervisors to participate in hearings", "intellectual property administrative law enforcement technical investigation officer system", and "innovating overseas patent rapid pre-approval mechanisms".
In the field of transforming government functions, there are two reform initiatives, including the establishment of a new cross-border tax payment channel for 'full chain' digital RMB and the construction of a tax intelligent risk prevention and control model.
In addition, the "Notice" also proposed 5 reform items to be replicated and promoted within the relevant scope of the province.
Specifically, it includes replicating and promoting the innovative use of remote visualization methods for conducting investigations and inspections throughout the province (excluding Shenzhen); Copy and promote "National Cargo Collection Comprehensive Bonded Zone Consolidation Airport Direct Flights" and "Cross Customs Bonded Exhibition Trading" in special customs supervision areas throughout the province; Copy and promote the convenient customs clearance mode of "cooperative inspection and one-time release" for inbound and outbound passengers' health quarantine at the Macao Port (the port connecting to the Macao travel inspection site by land), and implement the joint inspection mode of "one machine, dual screens, one-time inspection" at the exit travel inspection site of the port.
