According to the public schedule, today, the provincial people's congresses of Hebei, Heilongjiang, Fujian, and Guangxi will open on the same day. In mid-to-late January, many provinces across the country will enter the annual provincial two-sessions period intensively.
The year 2025 is the final year for the implementation of the "14th Five-Year Plan" and the planning year for the "15th Five-Year Plan". It is worth noting what kind of  each local government will present and how they will plan the path of economic and social development.
Many provinces will hold provincial two-sessions intensively
Reporters sorted out and found that as of January 13, 30 provinces across the country had announced the dates of their 2025 provincial people's congresses. Except for Tibet, which has not yet announced, other provinces will hold provincial two-sessions in mid-to-late January.
On January 13, the people's congresses of Hebei, Heilongjiang, Fujian, and Guangxi opened on the same day. According to statistics, these are the first four provinces to hold provincial people's congresses among the provinces that have announced their dates so far.
Some provinces will hold their people's congresses "in clusters". For example, on January 14, five provinces including Beijing, Tianjin, Zhejiang, Hunan, and Hainan will open on the same day; from January 15 to 25, provinces such as Liaoning, Shanghai, Jiangxi, Henan, Chongqing, Yunnan, Ningxia, Xinjiang, Jiangsu, Shaanxi, Shanxi, Guangdong, Guizhou, and Anhui will hold their sessions during this period.
In addition, some provinces have not yet announced specific opening dates, indicating that they will be held in mid-January, mid-to-late January, or January. For example, Inner Mongolia, Sichuan, and Gansu provinces have announced that they will be held in mid-January; Jilin and Qinghai will be held in mid-to-late January; Shandong and Hubei provinces will be held in January.
Regarding the political consultative conferences, some provinces have not yet announced the opening dates. According to convention, the provincial political consultative conferences will open one or two days before the provincial people's congresses. For example, the Tianjin Municipal Political Consultative Conference opened on January 13, one day earlier than the opening of the city's people's congress.
Many places solicit opinions on government work reports
Listening to and deliberating on the work report of the local people's government is one of the important agendas of the provincial two-sessions. Previously, many provinces publicly solicited opinions and suggestions on government work reports by holding symposiums and launching opinion solicitation activities.
At the end of December 2024, Beijing held a symposium to solicit opinions and suggestions from former municipal leaders, non-Party personages, and representatives of all sectors of society on the "Draft Government Work Report" to be submitted to the Third Session of the 16th Municipal People's Congress for deliberation, which lasted for three half-days.
The symposium provided suggestions on promoting the coordinated development of the Beijing-Tianjin-Hebei region in depth, building a modern capital metropolitan area, vigorously boosting consumption, accelerating the construction of the Agricultural Zhongguancun, promoting the development and growth of the private economy, promoting urban renewal, deepening ecological civilization construction, and improving the elderly care service system, and put forward opinions and suggestions for the revision and improvement of the "Report" and the development of the capital.
From December 3 to December 31 last year, in order to draft the 2025 Anhui Province "Government Work Report", Anhui launched an online activity of "I'll Write a Few Words for the Government Work Report" to publicly solicit opinions and suggestions from all sectors of society on the "Government Work Report" and government work.
Previously, many provinces such as Hunan, Qinghai, and Yunnan also launched opinion solicitation activities, covering various aspects such as ecological civilization, economic finance, industrial development, scientific and technological innovation, employment and entrepreneurship, and medical and health care.
Many places introduce agenda arrangements and preparatory situations
Reporters noted that recently, many provinces held press conferences and briefings for the provincial two-sessions to clarify the agenda arrangements and introduce the preparatory situations.
For example, the Standing Committee of the Heilongjiang Provincial People's Congress held a press conference to introduce the eight proposed agendas of this provincial people's congress, involving deliberating on the work report of the provincial people's government, etc.
The press conference for the Zhejiang Province two-sessions introduced that the provincial people's congress will have an important election task, to elect the director of the Standing Committee of the 14th Zhejiang Provincial People's Congress, the governor of Zhejiang Province, and the vice chairmen and members of the Standing Committee of the 14th Zhejiang Provincial People's Congress.
In addition, the "Director's Corridor" will invite four directors to accept centralized media interviews on the government work report and related issues of concern. The "Deputy's Corridor" will invite seven provincial people's congress deputies to accept centralized media interviews on the work of the people's congress and the performance of deputies' duties. On the political consultative conference side, a centralized interview activity of the "Member's Corridor" will be held before the opening of the provincial political consultative conference.
The briefing for the Hainan Province two-sessions introduced that according to the deployment of the provincial Party committee, in December last year, a preparatory working group for the conference was specially established. The preparatory group consists of 12 working subgroups, including secretarial, organizational, publicity, bill, and meeting style and discipline supervision. Over the past more than one month, all working subgroups of the conference preparatory work have been active. Currently, all aspects of work are basically ready.（Outlook New Era）
