The construction of low altitude infrastructure and industrial chain is the foundation for the existence and development of low altitude economy. Industry experts and business representatives believe that the construction of low altitude economic infrastructure in China is in its early stages, and accelerating the construction of low altitude economic infrastructure will be the key to unleashing the development potential of the low altitude economy. In the past period, the large-scale development of low altitude aircraft, mainly based on drones, has been constrained by the lack of a "low altitude public road network", which has affected economic activities centered on low altitude aircraft operations and restricted the potential release of multi-user large-scale aircraft applications. In recent years, Zhuhai City in Guangdong Province has accelerated the layout of low altitude economy. The 2024 Government Work Report of Zhuhai City proposes to vigorously develop the low altitude economy and aerospace industry, and build a "Sky City". Xie Feng, President of Zhuhai Unmanned Systems Association, believes that the construction of low altitude economic infrastructure requires relevant departments to clarify the planning direction and provide framework support for low altitude flight through the establishment of a clear low altitude route network. This not only helps attract social capital to participate, but also ensures the sustainability of infrastructure construction by establishing a reasonable investment return mechanism. In Suzhou, Jiangsu, by the end of 2024, 500 low altitude takeoff and landing points have been built in an orderly manner, achieving a comprehensive network layout across the entire area, making it a reality within reach for those who sit on helicopters and take short trips to "fly". Shanghai Kunshan low altitude intercity route was officially opened, the test flight of Suzhou Wujiang Shanghai Hongqiao Airport connecting route was successful, the low altitude flight test of the Taihu Lake Lake tourist line was successful, and the first flight of Shanghai Pudong Suzhou Industrial Park low altitude route was successfully completed... Since 2024, Suzhou has opened more than 100 kinds of low altitude routes, initially forming a "commuter circle in half an hour", which not only provides new experience for people to travel and cultural tourism consumption, but also brings new opportunities for Suzhou's low altitude economic development. On September 1, 2024, Suzhou also issued the first local low altitude air traffic rules in China, the "Suzhou Low altitude Air Traffic Rules (Trial)", which stipulated low altitude air traffic rules from the aspects of service management, operation management, airspace management, flight activity management, flight support, etc., further empowering the development of low altitude economy. As an important foundation for the takeoff of low altitude economy, how should low altitude flight infrastructure be laid out, planned, and constructed to enable low altitude economy to fly higher and farther? Experts suggest that when developing low altitude economy in various regions, efforts should be made to optimize and upgrade the layout of general airports, and to build a number of vertical takeoff and landing points with complete functions and reasonable distribution. At the same time, we will promote the planning and construction of low altitude air routes to ensure safe and smooth flight. In terms of low altitude airspace management and construction, we will establish ground supporting facilities such as maintenance centers, hangar platforms, energy centers, etc., and build a low altitude flight service system that covers a wide range and provides efficient services. The rapid development of low altitude economy requires strong technical support and security guarantees. Meanwhile, the safety performance of the aircraft itself requires battery endurance and explosion-proof capability as support. Ensuring the safety of low altitude flight relies on professional requirements for operating systems and personnel. He introduced that currently, innovative technologies and products represented by small KU band dual polarization phased array radar can achieve real-time detection of target status, provide accurate weather warnings, and create a precise monitoring network through networking technology, covering corresponding low altitude airspace and providing comprehensive guarantees for safe flight. It is expected to become an important infrastructure for improving low altitude flight management and target monitoring capabilities. The autonomous flight technology of unmanned aerial vehicles beyond visual range is also one of the key underlying technologies for low altitude flight. More than 90% of drone operations require beyond visual range flight. Autonomous beyond visual range flight technology that can ensure airspace safety is of utmost importance for the scale and low altitude economic generalization of drone services, "said Liu Ying, founder of Zhuhai Anqing Technology Co., Ltd. Low altitude drones and other equipment can respond quickly after a disaster, collect on-site data in a timely and efficient manner, and connect the data information to the city's fire emergency department to provide data support for carrying out post disaster maintenance and rescue tasks. This will greatly improve the city's ability to respond to sudden disasters. The construction of low altitude economic infrastructure is a huge systematic project, and the efficient promotion of low altitude flight infrastructure construction requires exploring diversified investment mechanisms. Xiong Wen stated that social capital can invest in the hardware construction of unmanned aerial vehicle airports. For enterprises with technological backgrounds, they can collaborate with universities or research institutions to develop flight route planning, service status perception, structural disease identification, and post disaster emergency inspection technologies, in order to improve the operation and emergency efficiency of infrastructure. Various regions should also actively leverage the guiding role of fiscal funds to encourage and drive social capital to participate in low altitude economic industry investment. Liu Ying stated that compared to traditional rail transit, the investment model for low altitude economic infrastructure construction is more flexible. Especially for the main infrastructure of drone transportation, mature 4G/5G mobile communication networks are used, and other investments include network data links, human-computer interaction, and artificial intelligence, all of which are suitable for innovative entities with a high degree of marketization to participate. Liu Ying believes that through technological innovation and rapid iteration, enterprises can fill the gaps in the low altitude economy, and accelerate the landing of key technologies through market-oriented financing and international cooperation. There are still issues to be resolved. China has made initial progress in the construction of low altitude economic infrastructure, but still faces challenges in airspace management, technical standards, and facility distribution. Liao Xiaohan stated that the low altitude airspace rights approval and flight plan reporting practices for sporadic aircraft flights cannot meet the needs of developing commercial operations of low altitude economic scale aircraft, and breakthrough reform pilot projects are needed. In addition, the construction of low altitude communication, navigation, and surveillance systems is not yet perfect, and the number of general aviation airports and take-off and landing points is insufficient, which also makes it difficult for the service capacity of infrastructure to meet the rapidly growing demand. Meanwhile, the investment structure of infrastructure can be optimized through cooperation between the government and social capital. Yang Yiren believes that in the early stage of the development of low altitude economy, it is necessary to pilot large-scale flight missions in some pilot areas, and to regulate the production, operation, supervision, and flight behavior of aircraft through legislation, solve problems such as "black flying" and cross-border flight, ensure the healthy development of the industrial chain, and lay the institutional foundation for the long-term development of low altitude economy. In addition, strengthening the management of pilot training and drone technology safety is also key to improving industry standards. The market size and technological potential of the low altitude economy have been widely recognized, but to achieve comprehensive development, it still requires coordinated innovation in policies, technology, and market. Liao Xiaohan believes that the development from low altitude technology to low altitude economy requires policy adaptability reform, infrastructure priority, integrated land air coordinated operation, and large-scale application in multiple scenarios. At the same time, strengthen cross disciplinary collaboration and promote the coordinated development of upstream and downstream industrial chains. Liu Ying stated that a clear regulatory and service framework should be established to attract more enterprises to participate in the construction of low altitude infrastructure.
