Computing power is the underlying support for the development of the digital economy, as well as a new driving force to activate the potential of data elements and promote digital transformation in various industries. With the deepening of a new round of technological revolution and industrial transformation, computing power has been widely applied in various fields of economic and social development, accelerating its penetration into various industries such as technology, energy, transportation, healthcare, and finance. Just like electricity in the industrial era, it has become a new core driving force, promoting profound changes in human production, life, and social governance. According to the China Academy of Information and Communications Technology, for every 1 yuan invested in computing power, it will drive a GDP growth of 3 to 4 yuan. Computing power has become an important indicator for measuring the quality of economic development in a country or region, an important means for countries to seize the leading position in development, and the main arena for technological competition among major powers.
Faced with fierce international competition, it has become inevitable for China to accelerate the development of computing power. The Central Committee of the Communist Party of China and the State Council attach great importance to the development of computing power, and have issued multiple supportive policies such as the "Overall Layout Plan for the Construction of Digital China", the "Action Plan for High quality Development of Computing Power Infrastructure", and the "Implementation Opinions on Deepening the Implementation of the" East West Computing "Project to Accelerate the Construction of a National Integrated Computing Power Network", which have effectively promoted the construction of computing power infrastructure and the development of the computing power industry, and significantly changed the problem of uneven distribution of computing power resources from east to west. The computing power industry chain has initially taken shape, with rapid growth in industry scale, with an average growth rate of over 30% in the past five years. Its scale ranks among the top in the world, with over 13000 innovative application cases covering production and life fields such as industry, finance, and transportation.
It should also be noted that promoting the development of computing power still faces many problems. For example, there are still shortcomings in key core technologies such as high-end chips and high-performance computing, uneven distribution and utilization of computing power resources, structural imbalances in computing power development, significant room for improvement in matching between supply and demand, the lack of a unified market for computing power services, and the need to improve computing network collaboration and global scheduling capabilities. Especially, the energy consumption and environmental pressure brought by computing power are significant, and the growth rate and proportion of electricity consumption are high. With the expansion of scale, the energy consumption of computing power continues to rise. In the next stage, we must adhere to problem oriented, coordinated planning, and systematic layout, scientifically promote the construction of a national integrated computing power system, moderately advance the layout of digital infrastructure, strengthen resource coordination and efficient scheduling, optimize development structure, promote diversified resource supply, and further play the important supporting role of computing power in economic development.
Innovation driven computing technology accelerates breakthroughs in bottlenecks. Strengthen close cooperation between the government, industry organizations, enterprises, and research institutions, focus on cultivating talents and enhancing research and development, support universities, research institutes, and qualified enterprises to increase research and development investment around advanced computing, new intelligent computing and other technologies and core devices and equipment, systematically carry out software and hardware "bottleneck" technology research and development such as computing chip manufacturing, architecture design, and open operating system environment, promote basic original technological innovation such as big models, networks, and high-performance computing, lay out advanced basic research such as quantum computing and neuromorphic computing, and promote integrated innovation in basic communication, big data, cloud computing, artificial intelligence and other fields.
Strengthen the construction of diversified ubiquitous computing infrastructure. Accelerate the construction of a nationwide integrated computing power network, optimize the layout of computing infrastructure, and promote cross network, cross regional, and cross enterprise data interconnection and interaction. Deepen the implementation of the "East West Computing" project, accelerate the construction of national computing power hub nodes and national data center clusters. Promote the diversified configuration of computing power structure, intensively carry out the construction of intelligent computing centers, gradually and reasonably increase the proportion of intelligent computing power, and build an infrastructure architecture with reasonable and efficient proportions of general computing power, intelligent computing power, and super computing power. Explore new models of intelligent and agile computing power supply, accurately match computing power supply and demand, build a network system for computing power collection, demand perception, and scientific scheduling, promote the coordinated use of computing power resources across regions and entities, and accelerate the formation of a unified large market for computing power services.
Promote the green, energy-saving, and low-carbon development of computing power. Multiple measures will be taken to promote the coordinated development of computing power and electricity, strengthen the integration and innovation of new generation information technology and green technology, accelerate research on storage, scheduling, and energy-saving technologies, solve the problem of high energy consumption of computing power through technological innovation, and control the high growth momentum of computing power energy consumption. Actively introducing clean energy such as wind power and photovoltaic power from the western region, implementing a "source grid load storage" integrated green power direct supply model, promoting data centers to consume clean energy nearby, and achieving effective transformation from "green power" to "green computing". By using green and environmentally friendly building materials, high-efficiency energy-saving equipment and technology, intelligent management systems, etc., we will build green, low-carbon, and intelligent computing power centers, promote the construction of data centers in areas with good natural heat dissipation conditions and abundant green energy, and create a number of benchmarks for green data centers.
