Data shows that nearly 30% of specialized, refined, and innovative "little giant" enterprises are distributed in county-level industrial clusters, which have become the backbone of China's industrial development. Although the county is small, it has vast development space. In 2023, the total number of "100 billion counties" in China will reach 59, with a GDP of 9.6 trillion yuan, accounting for 7.6% of the national total. Our country's economy has strong resilience, and the contribution of county-level economy cannot be ignored. There are over 1800 counties and county-level cities in China, covering more than 700 million people and 90% of the country's land area. Large quantity and diverse types, each county has distinct characteristics. To develop a county, the first step is to find a suitable "track" for oneself. This requires based on one's own resource endowment, industrial foundation, and functional positioning, targeting market demand, abandoning the inertia thinking of "I want to have what others have", and adapting to local conditions to create county-level characteristic advantageous industrial clusters. For example, the snack "Xiang" from Shaxian County, Fujian, has spread overseas, covering 66 countries and regions; The Han clothing industry in Caoxian County, Shandong Province, is famous nationwide. It shows the beauty of culture with the wind of "China-Chic"... It can be seen that "small places" can also release "big energy" by trying to find their own unique development path. County level construction should have less "expansion" thinking and focus more on "small but beautiful" aspects such as "convenience, comfort, and cost-effectiveness" to fill the gaps in development. This requires various regions to coordinate and improve infrastructure and public services. For example, Fujian focuses on improving the convenience of people's lives in county-level areas. All administrative villages have achieved 100% access to buses, and the direct postal rate and express delivery network coverage in townships have reached 100%. The infrastructure level in mountainous areas has been comprehensively improved. For example, since 2021, Guizhou has followed the standards of secondary comprehensive hospitals for construction. In some township health centers that are far away from county towns, have a large population coverage, and have a good foundation, 150 county-level medical sub centers have been built successively, allowing more people to enjoy convenient medical services. Counties, connected to cities at one end and villages at the other, are a key link in promoting the organic combination of new urbanization and comprehensive rural revitalization, and play a unique role in promoting urban-rural integration. Therefore, to develop and strengthen the county-level economy, it is necessary to incorporate county-level development into the overall pattern of urban-rural integration and regional coordinated development. In the process of improving their own infrastructure construction and enhancing the level of public services, counties should fully play the role of a "bridge" connecting urban and rural development. This not only allows various advantageous resources and public services to gradually extend from cities to rural areas, but also enables more and more beautiful rural areas to be discovered and illuminated.
