It is expected that the grain procurement volume will reach around 840 billion kilograms this year, and remain stable at over 800 billion kilograms for two consecutive years. The acquisition of autumn grain in the new season presents the characteristics of fast progress, active purchasing and sales, and increased inventory. As of now, the cumulative purchase of autumn grain in China has exceeded 370 billion kilograms, about 10% faster than the same period last year. The purchase of mid to late rice in the southern region is nearing completion, while the purchase of corn in the northeast and north China regions has entered the peak of farmers' grain sales before the Spring Festival. From the monitoring situation, various business entities are active in purchasing and selling, and the operating rate of corn deep processing enterprises in Northeast China remains at around 90%, basically operating at full capacity. The willingness of enterprises to build inventory has increased, and corn commodity inventory has steadily increased, with a year-on-year growth of over 30%. The policy of minimum purchase price for rice has effectively played a supportive role. Since the listing of mid late rice, a minimum purchase price execution plan has been launched in four provinces: Henan, Jiangsu, Heilongjiang, and Anhui. A total of 228 storage points have been set up with a total warehouse capacity of 11.36 million tons. Currently, more than 10 billion kilograms of rice with the lowest purchase price have been purchased, which has effectively met the demand of farmers for grain sales and stabilized market expectations. The emergency daily processing capacity of grain and oil is over 1.7 million tons. Be prepared for danger in times of peace. As of now, there are 68000 emergency food security enterprises in China, with a daily processing capacity of over 1.7 million tons for grain and oil emergency. The emergency food security capacity has been steadily improved. In response to the frequent occurrence of major natural disasters in 2024, 59 batches and 924000 pieces of central emergency relief supplies were transported to 22 provinces throughout the year, making it the year with the highest number of transfers and the largest total amount since the institutional reform in 2018. It played an important role in efficiently responding to emergencies such as low temperature rain, snow, freezing, earthquake relief, flood control and emergency rescue. Liu Huanxin said that various major disasters in China are occurring frequently, and it is necessary to adhere to the principle of being prepared for disasters and responding to orders, improve the system, strengthen management, and enhance capabilities to ensure that critical moments can be identified, adjusted quickly, and used effectively. It is reported that since the beginning of this year, China has actively promoted the construction of regional food emergency support centers in Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao and other regions. The model of regional food emergency support centers led by the government, directly promoted by market mechanisms, and supported by enterprises for emergency support has initially taken shape. Next, we will accelerate the implementation of the National Grain Emergency Plan, further improve the grain emergency plan system, strengthen the construction of regional grain emergency support centers, organize and carry out grain emergency support drills, dynamically adjust grain emergency support enterprises, and enhance the capacity of grain emergency storage, processing, distribution, and supply. The system of "four beams and eight pillars" for major country reserves has basically formed a major country reserve system. The modernization of grain warehouses depends on the quantity and scale, as well as the level of green technology. At present, China has basically formed a grain collection and storage guarantee system that is compatible with grain production, storage, and circulation. Liu Huanxin said that in terms of total quantity, the scale of grain storage facilities in China has been increasing year by year, effectively meeting the needs of grain collection and storage. By the end of 2023, the intact storage capacity of national grain standard warehouses exceeded 700 million tons, an increase of 36% compared to 2014. From the perspective of warehouse structure, there are various types of grain warehouses that can meet different functional needs. From the perspective of storage performance, since the 14th Five Year Plan, the country has built and upgraded warehouses with a capacity of over 65 million tons, significantly improved key performance such as airtightness and insulation of warehouses, and continuously upgraded the efficiency and performance of green grain storage in grain warehouses. At present, the country has achieved a storage capacity of 200 million tons for low-temperature and quasi low-temperature grain storage, and a storage capacity of 55 million tons using controlled atmosphere grain storage technology. According to the survey, the comprehensive loss rate of grain storage in China's grain depots is controlled within a reasonable expected range of 1%. The reserve of a great country cannot be achieved without the hardware of grain warehouse construction, nor can it be achieved without the software of institutional construction. The Central Committee of the Communist Party of China and the State Council have issued a series of important documents on building a national reserve system, and made institutional arrangements for major issues related to management systems and operational mechanisms. The Food Security Law and other relevant local regulations have been successively promulgated and implemented, and the legal means to ensure the safety of grain and material reserves have become more powerful.
