The National Bureau of Statistics recently released data showing that the total retail sales of consumer goods in October was about 4.54 trillion yuan, a year-on-year increase of 4.8%, with a growth rate 1.6 percentage points faster than the previous month; From January to October, the total retail sales of consumer goods reached approximately 39.90 trillion yuan, a year-on-year increase of 3.5%. The consumer market in our country is showing a stable and upward development trend, with positive results achieved in exchanging old for new consumer goods, and new forms and models of consumption emerging vigorously. Under the stimulus of policies such as trade in subsidies, cars for "energy", household appliances for "intelligence", home decoration, kitchen and bathroom for "renewal", and electric bicycles for trade in have been welcomed by consumers. Taking new energy vehicles as an example, from January to October, China's production and sales of new energy vehicles reached 9.779 million and 9.75 million respectively, an increase of 33% and 33.9% year-on-year. The sales of new energy vehicles accounted for 39.6% of the total sales of new cars. New consumer formats such as digital consumption, green consumption, and health consumption are rapidly developing, and new brands and products such as smart wearable devices, green organic food, and health tourism products are favored by consumers. In addition, activities such as Consumer Promotion Month, Time honored Brand Carnival, Online New Year's Goods Festival, and Brand Quality Consumption "Dual Product Online Shopping Festival" are getting better and better, providing residents with rich, diverse, and immersive consumption experiences. It should also be noted that there are still some constraining factors that affect the full release of China's consumption potential. For example, the consumption willingness of low - and middle-income groups is not strong enough, and their consumption ability needs to be improved; The supply capacity of mid to high end goods and services needs to be improved, and it has not fully adapted to the needs of residents' quality of life; The consumption environment needs to be further optimized, and a few enterprises and merchants engage in behaviors such as exaggerating publicity and selling counterfeit and inferior products. The quality assurance and after-sales service system are not sound enough. Next, we need to adapt to the needs of residents for a better life, and make efforts to increase residents' income, optimize consumption supply, and improve the consumption environment. We will take multiple measures to enable residents to consume, dare to consume, and want to consume, deeply stimulate the vitality of the consumer market, and provide strong support for the smooth circulation of the national economy and the promotion of high-quality economic development. Increase residents' income through multiple channels. We will prioritize employment, create more high-quality job opportunities through industrial transformation, and ensure employment for key groups such as college students. Strengthen vocational education and skills training, enhance the skill level of workers, encourage the development of new forms and models of employment, and promote residents' employment and income growth. Through rural e-commerce, contract farming, and other channels, we aim to assist in the sales of agricultural specialty products and steadily increase farmers' income. Deepen the implementation of value-added tax reform, special additional deductions for personal income tax, and other tax reduction and fee reduction policies to enhance the sense of achievement of the middle and low-income groups. Establish a capital market function that coordinates investment and financing, strengthen investor protection mechanisms, and enhance residents' property income. Enhance the level of high-quality consumer supply. Promote the construction of international consumer center cities, introduce the first stores of well-known domestic and foreign brands, and encourage the holding of events such as debuts, shows, and exhibitions. Promote the transformation of urban commercial districts and pedestrian streets, enhance the level of intelligent management, actively introduce diversified and distinctive consumer formats, and promote the integrated development of commerce, culture, tourism, sports, health, and other areas. Comprehensively promote the construction of a 15 minute convenient living circle in cities, encourage convenient services to enter communities, and improve the supply of consumer services for daily life. Accelerate the integrated development of domestic and foreign trade, encourage enterprises to benchmark leading standards, improve production processes and technological levels, and enhance the quality and added value of consumer goods. Make full use of platforms such as CIIE, Consumer Expo, and Canton Fair to encourage enterprises to actively expand the import of high-quality goods and services. Improve cross-border e-commerce transaction, payment, and logistics infrastructure, build a public quality assurance platform for cross-border e-commerce, and optimize the consumption experience of imported goods. Continuously improving the consumption environment. Establish a sound joint law enforcement mechanism among multiple departments, strengthen the integrated supervision of online and offline consumer markets, strictly investigate and punish counterfeit and shoddy products, false marketing, big data killing, and other behaviors, and create a safe and trustworthy consumption environment. Promote the construction of an information-based traceability system for important consumer goods, improve traceability management mechanisms, and organize promotional activities for traceability systems. Focus on key consumer areas, strengthen the organizational construction of consumer protection committees at all levels, enhance the self-discipline of business operators, and improve the social governance system. Explore the establishment of a consumer collective litigation system, improve cross-border consumer rights protection mechanisms, and promote effective resolution of consumer disputes. Encourage enterprises to use digital technology to establish intelligent after-sales service management systems, optimize after-sales service processes, quickly respond to consumer after-sales service needs, and provide consumers with more service guarantees.
