December 4th is the 11th National Constitution Day. In order to thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the Hong Kong Special Administrative Region Government and the Liaison Office of the Central Government in Hong Kong jointly held a symposium on National Constitution Day with the theme of "Constitution and Further Comprehensive Deepening of Reform".
The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, stated in her speech that experts and scholars will jointly explore the spirit and implementation of the Constitution, enabling all sectors of society to have a deeper understanding and comprehension of the comprehensive practice of the Constitution and the inseparable relationship between the development of the country and Hong Kong. The Constitution is the fundamental law of the country and the general charter for governing the country and ensuring national security. Deepening reform must also strengthen constitutional education.
Li Jiachao said that all sectors in Hong Kong should adhere to the principle of "one country" as the foundation, make good use of the benefits of "two systems", and give full play to Hong Kong's unique advantages.
Zheng Yanxiong pointed out that the Constitution provides fundamental legal guarantees for further comprehensive deepening of reforms. Only by firmly upholding the constitutional order of the Special Administrative Region as determined by the Constitution and the Basic Law, firmly safeguarding national security, and firmly promoting the rule of law in Hong Kong, can Hong Kong's reform and innovation have sufficient confidence. Only by continuously improving and perfecting the legal system of the Special Administrative Region with the spirit of reform and innovation can Hong Kong's rule of law keep pace with the times and develop with vitality.
At the symposium, Mo Jihong, a member of the Chinese Academy of Social Sciences and director of the Law Institute, gave a keynote speech. Liang Aishi, a member of the council of Lijin Education Center, presided over the dialogue session, and Wang Mingfeng, a member of the Hong Kong Basic Law Committee of the Standing Committee of the National People's Congress, and Liao Changjiang, a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, made exchanges and discussions.
Representatives from central institutions stationed in Hong Kong, including Dong Jingwei, Director General of the National Security Office in Hong Kong, Cui Jianchun, Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong, Wang Zhaobing, Deputy Political Commissar of the People's Liberation Army stationed in Hong Kong, Zhang Juneng, Chief Justice of the Court of Final Appeal of the Hong Kong Special Administrative Region, major officials of the SAR government, members of the Executive Council, Legislative Council members, and about 1000 guests from various sectors of society attended the symposium.
