Safeguarding and improving people's livelihood in the course of development is a major task of Chinese-style modernization. The decision adopted the third plenary session of the 20th Central Committee of the Communist Party of China (CPC), titled "The CPC Central Committee's decision onening reform in an all-round way and advancing Chinese-style modernization," stressed, "We must do our utmost within our capabilities, improve the system of basic public, strengthen inclusive, basic, and bottom-line people's livelihood construction, solve the issues of people's most immediate and practical concerns, and continuously meet people's aspirations a better life." The decision also proposed to "improve the social security system and care service system for people with disabilities." Building an accessible environment so that people physical defects, disabilities, or special needs can participate in social life and share in the fruits of economic development in an equal, full, and convenient manner is an part of the great cause of advancing Chinese-style modernization.
