Over the past 40 years of reform and opening up in China, two miracles have been achieved: rapid economic development and long-term social stability. Practice has proven that reform and opening up is an important tool for contemporary China to catch up with the times. Openness is the proactive choice of our party. After the reform and opening up, our party established opening up to the outside world as a basic national policy, fully utilizing both international and domestic markets and resources. China has achieved a historic transformation from closed and semi closed to all-round opening up. In the new era, General Secretary Xi Jinping emphasized that "reform will not stop, and opening up will not stop". We have implemented a more proactive opening-up strategy, built a global network of high standard free trade zones, accelerated the construction of pilot free trade zones and Hainan Free Trade Port, and jointly built the "the Belt and Road" to become a popular international public product and international cooperation platform, forming a pattern of opening up in a wider range, broader fields and deeper levels. It is an inevitable requirement to enhance strengths and weaknesses, and fully tap into one's own economic development potential. The natural endowments of different countries vary, with their own strengths and weaknesses. Developing the economy in a closed state, as revealed by the "barrel theory," determines the scale of economic development based on its weaknesses, while the strengths cannot be fully utilized. Developing the economy under open conditions can export high-quality products with comparative advantages to the world market, in exchange for scarce resource elements, thereby lengthening the shortcomings and expanding the possibilities of economic development. Throughout the world, most countries utilize the international market for comparative advantage based exchange to complement each other's strengths. China has abundant total resources, but the per capita resources are insufficient. The overall level of energy resources per capita, such as oil, natural gas, iron ore, and arable land, is far below the world average. At the same time, our country has abundant labor resources. Since the reform and opening up, China has established the basic national policy of opening up to the outside world based on its own characteristics. It has adopted policies such as absorbing foreign direct investment, encouraging export earnings, and vigorously developing processing and trade, attracting and undertaking a large number of labor-intensive processing and assembly industries for cross-border transfer. Closing off may miss the opportunity of technological revolution and lead to falling behind and being beaten.
