On October 10th, the Shenzhen Municipal Government Information Office held a press conference to introduce the relevant information of the "Shenzhen Land and Space Master Plan (2021-2035)". Recently, the "Overall Plan for Land and Space of Shenzhen City (2021-2035)" (hereinafter referred to as the "Plan") has been officially approved by the State Council. The 'Plan' is the first overall plan for Shenzhen after the reform of the national spatial planning system, achieving full coverage of land and sea for the first time, covering all elements of mountains, waters, forests, fields, lakes, grasses, and seas. It is the basic basis for various development, protection, and construction activities in Shenzhen. The "Plan" clarifies the urban nature and core functional positioning of Shenzhen. Shenzhen is an economic special zone, a national innovative city, a modern ocean city, and an international comprehensive transportation hub city. Its core functional positioning is to play a role as a national economic center, a national advanced manufacturing base, an open gateway to the outside world, and an important carrier of international scientific and technological innovation. It aims to build a demonstration zone of socialism with Chinese characteristics and become a model city for China to build a socialist modernized strong country. The main content of the 'Plan' covers nine aspects. Among them, in terms of strengthening regional coordination and leveraging the core engine function of the bay area, emphasis is placed on jointly building a world-class bay area in Guangdong, Hong Kong, and Macao, accelerating the construction of the Shenzhen metropolitan area, and building the Shenzhen Shantou Special Cooperation Zone with high standards; In terms of optimizing the urban spatial pattern, it is proposed to construct a "one core multi center networked" urban spatial pattern, promote the expansion and quality improvement of the urban core area, layout 12 urban functional centers and 12 urban functional nodes for differentiated development, and promote balanced development, spatial network connections, and efficient flow of resource elements across the entire area. The "Plan" proposes that the goal and vision for each stage of Shenzhen is to build an economic center city with global influence and a modern international metropolis by 2025. By 2035, we aim to build a globally influential city of innovation, entrepreneurship, and creativity, as well as a beautiful, livable, and happy home shared by all, becoming a model city for building a socialist modernized strong country and taking the lead in achieving socialist modernization. By 2050, it will stand proudly among the world's advanced cities and become a globally benchmark city with outstanding competitiveness, innovation, and influence. The Plan strengthens Shenzhen's radiation and driving role in regional coordinated development from four aspects: strengthening close cooperation between Shenzhen, Hong Kong, and Macao, promoting integrated development of cities in the Pearl River Delta, accelerating the construction of the Shenzhen metropolitan area, and building a high standard Shenzhen Shantou Special Cooperation Zone. It also helps to enhance Shenzhen's internationalization level and global influence from four aspects: building an international science and technology innovation center with global influence, building a global ocean center city, building an international comprehensive transportation hub city connecting the world, and creating a world-class high-quality urban space.
