On October 5th, the website of American diplomats published an article titled "The Rise of a Community with a Shared Future for Mankind: China's Foreign Policy System". The author is Mordecai Shaziza, a senior lecturer at Ashkelon College in Israel and a researcher on Chinese diplomacy and strategic relations at the University of Haifa in Israel. In the 21st century, China's foreign policy has increasingly focused on establishing global partnerships and expanding its own interests through strategic relationships with other countries. These relationships are geopolitical tools for exerting influence and exercising power. Traditional alliances typically involve formal defense treaties against external adversaries, but unlike traditional alliances, China has established a global network of strategic partnerships. These partnerships that embody China's global vision will inevitably bring about flexible political cooperation based on informal political ties. They are considered more adaptable and driven by interests than traditional alliances. The essence of these partnerships lies in a shared commitment to managing inevitable conflicts, enabling relevant countries to continue cooperating in key areas of common interest. This approach enables China to establish relationships with various countries while maintaining flexibility to adapt to the constantly changing geopolitical situation and effectively pursue its strategic goals. The terms' community with a shared future for mankind 'and' new era 'have become key concepts in China's diplomacy. These terms reflect China's strategic adjustments in addressing specific global challenges, particularly those posed by the United States. Beijing strategically uses these terms in its relations with various countries to enhance their diplomatic value. The term 'community with a shared future for mankind' describes the vision of global connectivity. In this vision, all countries coexist harmoniously in the 'global village', and humanity is united as one big family. The 'community with a shared future for mankind' is not a unique aspect of partnership, but another symbol of ideological alignment with Beijing's global aspirations, and a signal of long-term positive relations. Similarly, the term 'new era' represents a belief that the global balance of power is shifting in favor of China. The countries labeled as' new era 'partners are believed to be more closely linked to Beijing's broader geopolitical goals, including resisting US dominance. Both of these terms complicate the hierarchy of China's partner diplomacy, emphasizing ideological consistency and long-term cooperation. As China faces economic challenges and increasingly tense relations with the West, especially in the context of great power competition with the United States, China is increasingly seeking to use these diplomatic narratives to strengthen its relationship with the global South. Creating a favorable international environment. At the 2024 Forum on China Africa Cooperation Summit, the overall positioning of China Africa relations has been elevated to a "new era all-weather China Africa community with a shared future". From the new type of partnership, to the comprehensive strategic partnership, and now to the all-weather community of shared destiny in the new era, this development marks the continuous deepening of China Africa relations, making the relationship between the two sides clearer and more substantial in content. In the Middle East, China has expanded its influence and elevated its position in regional geopolitics through measures in diplomacy, energy, trade, investment, and infrastructure. The security umbrella of the United States provides a low-cost pathway to enter the Middle East region. In this fiercely competitive region dominated by Washington, Beijing has to establish a regional presence that will not distance itself from the United States or any Middle Eastern country while pursuing its geopolitical interests. In recent years, the China Arab relations in the "new era" have shown tremendous vitality and sustained progress, contributing to the construction of a China Arab community with a shared future. In 2004, the China Arab States Cooperation Forum was established to strengthen the relationship between China and Arab countries. In 2014, at the 6th Ministerial Conference of the Forum on China Arab Cooperation, Chinese leaders proposed to build a community of shared interests and a community of shared future between China and Arab countries. In 2018, at the 8th Ministerial Conference of the Forum on China Arab Cooperation, Chinese leaders outlined a comprehensive cooperation, common development, and future oriented strategic partnership between China and Arab countries. This marks an important step towards building a "China Arab community with a shared future". By 2020, at the 9th Ministerial Conference of the Forum on China Arab Cooperation, China and Arab countries reached a positive consensus on building a community with a shared future. In 2022, Chinese leaders attended the first China Arab States Summit, emphasizing the need to inherit and carry forward the spirit of China Arab friendship, strengthen unity and cooperation, and build a closer China Arab community with a shared future. Both China and Arab countries have agreed to make every effort to build a China Arab community with a shared future for the new era. In recent years, the diplomatic concept of "a community with a shared future for mankind" has become an important aspect of China's foreign policy. This concept will promote peaceful development, global cooperation, and mutual benefit and win-win among countries. The the Belt and Road Initiative, the Asian Infrastructure Investment Bank, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and other major initiatives all contain this concept. All these efforts aim to strengthen connectivity among regions, enhance common security among regions, and promote economic cooperation among regions. The concept of a "community with a shared future for mankind" reflects China's broader strategy of creating a favorable international environment that supports its domestic modernization and national rejuvenation goals while addressing the complexity of the current geopolitical landscape.
