Minister of Civil Affairs Lu Zhiyuan stated at the press conference that the Ministry of Civil Affairs regards safeguarding the basic rights and interests of civil service recipients, especially the vast number of special and disadvantaged groups, as its top priority, and focuses on ensuring basic needs, protecting the bottom line, preventing risks, and promoting development. In recent years, China has established a hierarchical and classified social assistance system, using big data and other means to strengthen dynamic monitoring of low-income populations, and timely warning and assistance. In addition, China's elderly meal assistance models are becoming increasingly diverse, exploring and forming models such as elderly care institutions+meal assistance, social catering+commissioned services, community canteens+elderly dining tables, central kitchens+professional delivery, online platform ordering+offline delivery, and dining tables+desks according to local conditions. It is understood that in the next step, the Ministry of Civil Affairs will comply with the habits and wishes of the vast majority of elderly people for home-based elderly care, cultivate and establish community elderly care service institutions, and provide on-site services such as meal assistance, bathing assistance, cleaning assistance, walking assistance, medical assistance, and emergency assistance; Give full play to the supporting role of community elderly care services, develop community day care, community elderly canteens, rehabilitation nursing and other elderly service projects, so that elderly people can retire at their doorstep. Actively leveraging the role of social organizations and charitable forces, social organizations are active on the front line of grassroots social governance and play an important role. It is reported that the number of various social organizations in China has reached 883000. In terms of supporting technological innovation, the Ministry of Civil Affairs actively cultivates and develops science and technology related social organizations. Currently, there are approximately 24000 social organizations active in the forefront of science and technology and research across the country, of which 530 are registered with the Ministry of Civil Affairs. In terms of assisting rural revitalization, the Ministry of Civil Affairs has mobilized and guided willing and capable social organizations to conduct paired assistance with 160 key counties for rural revitalization in the country. As of now, nearly 30000 rural revitalization projects have been implemented with the participation of various levels and types of social organizations across the country, with an investment of over 35 billion yuan. In recent years, the public's attention, discussion, and participation in public welfare and charity have been increasing. It is reported that there are currently over 15000 registered and recognized charitable organizations nationwide, and public welfare charity has played an important role in rural revitalization, science, education, culture, health, ecological protection, emergency rescue and other fields. Since the beginning of this year, various charitable organizations have donated nearly 3 billion yuan in funds and goods to key disaster stricken provinces.
