China accelerates the construction of a unified urban-rural construction land market

The reporter recently learned from the Ministry of Natural Resources that the natural resources system has conscientiously implemented the important deployment of the Party Central Committee, accelerated the construction of a unified urban-rural construction land market, and implemented a series of new reform measures in improving the system and rules of the construction land market, accelerating the development of the secondary market for construction land, and steadily and orderly promoting the entry of rural collective operating construction land into the market. A series of new progress and achievements have been made. The Central Committee of the Communist Party of China's Decision on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization (hereinafter referred to as the "Decision") has put forward clear requirements for optimizing land management and building a unified urban and rural construction land market. Building a unified construction land market between urban and rural areas is to address issues such as incomplete and inconsistent land market system rules, uneven development of regional and urban-rural markets, promote fair competition, reduce transaction costs, and improve the efficiency of market allocation of land resources. In recent years, the natural resources department has adhered to the main line of supply side structural reform, accelerating the establishment and improvement of a unified national construction land market system and rules. For example, establishing a mechanism linking the increase in the scale of urban construction land with the absorption of agricultural migrant population to settle down, and promoting a new type of urbanization centered on people; Improve the cross regional trading mechanism for linking the increase and decrease of urban and rural construction land surplus indicators and supplementing arable land indicators; Expand the scope of paid use of state-owned construction land, improve the secondary market for the transfer, rental, and mortgage of construction land use rights, improve industrial land supply policies, and support the development of the real economy; We will steadily and orderly promote the reform of rural collective operating construction land entering the market, and improve market trading and regulatory rules. In addition, in order to improve the overall resource management and comprehensive conservation system, the Ministry of Natural Resources has launched four batches of recommended catalogs for land saving technologies and models in recent years. The fourth batch of catalogs released in June this year included 38 typical cases from 26 provinces (regions, cities), focusing on "exchanging stock for increment", "exchanging underground for above ground", and "exchanging funds, technology, and data for space", guiding various regions to further improve the level of efficient and intensive land use and promote high-quality development of urban and rural areas. With the joint efforts of multiple parties, the construction land use area per unit of GDP in China will decrease by nearly 45% compared to 2012 in 2023, and the total amount of arable land in the country will maintain net growth for the third consecutive year. The Decision on Promoting the Revitalization of Existing Land and Inefficient Land clearly proposes to accelerate the development of the secondary market for construction land, promote mixed development and utilization of land, rational conversion of land use, and revitalize existing land and inefficient land. On October 1, 2023, the Ministry of Natural Resources officially launched a land secondary market trading service platform nationwide, providing five functions including "supply and demand information, transaction matching, open bidding trading, contract coding, and statistical monitoring", to collect supply and demand information nationwide, promote market information transparency, and achieve larger scale resource allocation, more efficient factor guarantee, and higher level of supply and demand matching. The purpose of activating the secondary market is to promote the revitalization of inefficient use of existing land. The natural resources sector continues to innovate, fully leveraging the role of market mechanisms, effectively mobilizing the enthusiasm of all parties to activate existing land, and forging a new path of high-quality development that prioritizes the use of existing land. In September 2023, the Ministry of Natural Resources issued a notice on carrying out pilot projects for the redevelopment of low efficiency land, promoting 43 cities in 15 provinces (cities) to carry out a four-year pilot project for the redevelopment of low efficiency land, supporting pilot cities to explore innovative policy measures from four aspects: planning coordination, collection and storage support, policy incentives, and basic guarantees, and actively, steadily, effectively and efficiently promote pilot work. In response to the difficulties in developing, transferring, and reclaiming existing real estate land, the Ministry of Natural Resources, in conjunction with the National Development and Reform Commission and other departments, recently studied and issued 18 policy measures in three aspects (hereinafter referred to as "18 measures"), adopting moderate policies such as "loosening, loosening, yielding, and simplifying" for the use of existing real estate land, and supporting various regions to prudently dispose of idle land. From feedback from various regions, it can be seen that making good use of the "18 Measures" to alleviate difficulties for enterprises has achieved initial results. The Decision on the Stable and Orderly Market Entry of Collective Operating Construction Land emphasizes the orderly promotion of the reform of rural collective operating construction land market entry, and the improvement of the mechanism for distributing land appreciation benefits. Promoting the reform of rural collective operating construction land entering the market, with collective operating construction land entering the market on an equal footing with state-owned construction land, with the same rights and prices, and creating a more fair market environment, is an important measure to build a unified urban-rural construction land market. In March 2023, the Ministry of Natural Resources issued the "Work Plan for Deepening the Pilot Program of Rural Collective Operating Construction Land Entering the Market" (hereinafter referred to as the "Work Plan"), which comprehensively launched a new round of pilot projects on the premise of complying with national spatial planning, land use control, and legal acquisition. According to statistics, in 2023, a total of 350 counties (cities, districts, and banners) in China will pilot the entry of 719 rural collective operating construction land into the market, covering an area of 13100 mu, with a total transaction amount of 18.52 billion yuan, paying 2.298 billion yuan in value-added income adjustment funds, retaining 9.176 billion yuan from rural collective economic organizations, and distributing 1.083 billion yuan to individual farmers. According to the work plan, each pilot area will activate idle construction land and prioritize its use to support rural revitalization and the integrated development of the primary, secondary, and tertiary industries in rural areas. During this process, pilot areas explored the establishment of trading rules and service supervision systems for rural collective operating construction land markets, resulting in a series of institutional achievements in market entry services, income distribution, etc., enhancing the ability to guarantee land for rural industrial development, and increasing the property income of rural collective economic organizations and farmers.
