Zhongshan, Guangdong Province implements the "annual maintenance system" to prevent cultural relics from "minor illnesses" from becoming serious illnesses

The former site of the White Pigeon Team in Guantang Village, Nanlang Street, Zhongshan City, Guangdong Province, was a contact point and transportation station during the Anti Japanese War. This four story watchtower, built in the early 20th century and a combination of Chinese and Western styles, suffered from roof leaks and other issues due to long-term disrepair. In recent years, the local government has used the annual repair assistance funds to repair the roof and other leaks of the old site, effectively protecting the historical building. This summer, the former site of the White Dove team welcomed more tourists. For example, recently, a group of college students from East China Normal University came to the old site to visit and learn, inherit and promote the spirit of the Red Revolution, and plan to develop and design cultural and creative products such as the White Pigeon Team keychain. The change of the former site of the White Pigeon Team is one of the microcosms of Zhongshan City's exploration and implementation of the "annual maintenance system" for immovable cultural relics. In 2023, Zhongshan City will take the lead in implementing the full coverage of the "annual maintenance system" for immovable cultural relics in Guangdong Province, and establish a subsidy fund for the annual maintenance of immovable cultural relics. Except for provincial-level and above cultural relics protection units that have been subsidized by the Guangdong Provincial Cultural Relics Bureau, Zhongshan provides full coverage and full subsidies for daily maintenance projects with a total budget of less than 50000 yuan for all municipal level cultural relics protection units and immovable cultural relics that have not yet been approved and announced as cultural relics protection units in the city. It is reported that Zhongshan City has identified and announced a total of 558 immovable cultural relics, including 3 national key cultural relics protection units, 24 provincial cultural relics protection units, 65 municipal cultural relics protection units, and 466 immovable cultural relics that have not yet been approved and announced as cultural relics protection units. Wu Rongchao, the head of the Cultural Heritage Department of Zhongshan Municipal Bureau of Culture, Radio, Television and Tourism (Zhongshan Municipal Cultural Relics Bureau), introduced that the overall preservation status of cultural relics protection units at all levels in Zhongshan City is good, but there are a large number of general immovable cultural relics that have not been approved and announced as cultural relics protection units, making protection difficult. Some of them have average preservation status, and there are safety hazards such as termite infestation, local water leakage, wall cracking, damage to building components, and old pipelines. If these cultural relics do not receive consistent maintenance and upkeep on a daily basis, and then apply for special subsidy funds to carry out repair projects when major repairs are necessary, they will fall into a vicious cycle of "repair again ruin again repair", which not only requires huge capital investment, but also often accompanies the loss of historical information and the weakening of authenticity of the cultural relics. In 2023, Zhongshan City arranged 5.46 million yuan in annual repair assistance funds for immovable cultural relics. The first batch of daily maintenance projects for immovable cultural relics includes 188 projects, including weeding, termite control, cleaning, and local repairs. All projects have been completed so far. The full coverage of the 'annual maintenance system' for immovable cultural relics is a preventive protection measure, a small effort to achieve great things, not to rejuvenate cultural relics, but to prolong life Wu Rongchao said that the "annual repair system" covers all aspects by solving the "minor diseases" of cultural relics and buildings, effectively avoiding "minor diseases turning into major diseases" and "minor repairs turning into major repairs". In Nanlang Street, Zhongshan City, the annual maintenance subsidy funds have eliminated various concerns about the repair of village collective cultural relics. For example, the "Jingxiu Hall" of the Jian Family Ancestral Hall in Nantang is still an important place for villagers to hold discussions, gatherings, and other activities. In recent years, thanks to the full coverage of the "annual maintenance system", the phenomenon of rain leakage in the "Jingxiu Hall" has been dealt with, the door panels have been repaired, the wall stains have been cleaned up, and the cultural relics dependent environment has been improved, avoiding possible major repairs in the future. Liu Jiang, a staff member of the Nanlang Street Propaganda and Cultural Service Center, said that the renovated ancestral hall has attracted more villagers and increased popularity. The biggest obstacle to initiating the renovation of privately owned cultural relics and buildings is who pays, how much, and how to repair them. Since the full implementation of the "annual renovation system", a number of privately owned cultural relics and buildings, such as the residential building at No. 35 Liantang Street, Shiqi Street, Zhongshan City, have been included in the subsidy scope, effectively solving the protection dilemma of low-level privately owned cultural relics and buildings. In addition, the "annual maintenance system" has also assisted Zhongshan City in completing the maintenance and upkeep of a number of cultural relics and buildings, such as the Yongmo Village Shengtang Temple. By revitalizing and utilizing unique resources such as ancient buildings and old overseas Chinese houses, introducing cultural relics elements into the transformation of villages, developing characteristic homestays, catering and other industries, and promoting the integration of agriculture, culture and tourism.
