The Ministry of Industry and Information Technology has revised the regulatory conditions for the comprehensive utilization of waste power batteries. In order to strengthen the management of the industry for the comprehensive utilization of waste power batteries in new energy vehicles and improve the level of comprehensive utilization of waste power batteries, the Ministry of Industry and Information Technology has recently revised and formed the "Industry Standard Conditions for the Comprehensive Utilization of Waste Power Batteries in New Energy Vehicles (2024 Edition)", and solicited opinions from the society. Standardize requirements for enterprises engaged in the hierarchical utilization or regeneration of waste power batteries for new energy vehicles from aspects such as enterprise layout and project site selection, comprehensive utilization capability, product quality, environmental protection, safety production, and personal health. The comprehensive capability section proposes that the factory conditions, facilities and equipment, technical processes, traceability capabilities, resource utilization, energy consumption, etc. of the enterprise should meet relevant requirements. For example, the cascading utilization enterprise should verify the source of waste power batteries to ensure that the waste power batteries used for cascading utilization come from retired power batteries of new energy vehicles; Enterprises engaged in the comprehensive utilization of new energy vehicle power batteries should establish a traceability system in accordance with relevant requirements for traceability management of new energy vehicle power batteries, possess information technology traceability capabilities, and carry out traceability work. They should timely and accurately upload traceability information to the national monitoring and power battery recycling traceability comprehensive management platform for new energy vehicles. In terms of enterprise layout and project site selection, standardized conditions propose that enterprise layout should be adapted to the scale of waste power battery treatment in the enterprise; Newly established comprehensive utilization enterprises should enter industrial parks such as development zones and industrial parks as required, and the construction land should be industrial land. Comprehensive utilization enterprises that have been built, put into use, or are under construction that do not meet the above requirements should relocate within two years. (New Society)
