Hong Kong and Macao youth are important forces in promoting the construction of the Guangdong Hong Kong Macao Greater Bay Area and realizing the great rejuvenation of the Chinese nation. Since the release and implementation of the "Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area" five years ago, Guangdong Province has continuously optimized and improved employment and entrepreneurship services, basically achieving equal treatment and policy accessibility for Hong Kong and Macao youth coming to Guangdong for employment and entrepreneurship. The Regulations have been reviewed and approved at the 11th meeting of the Standing Committee of the 14th Provincial People's Congress and will come into effect on September 1, 2024. The promulgation of the "Regulations" is conducive to promoting the return of people's hearts, cultural identity, ethnic identity, and national identity among Hong Kong and Macao youth groups, facilitating their better integration into the overall development of the country, deepening the Guangdong practice of the "One Country, Two Systems" cause, and is of great significance for promoting the construction of the Guangdong Hong Kong Macao Greater Bay Area. The Regulation focuses on the development of industries in the Guangdong Hong Kong Macao Greater Bay Area and enhances the overall competitiveness of the region. It actively provides a platform and ladder for the development of young people in Hong Kong and Macao, and builds a comprehensive, multi-level, and specialized support system from multiple aspects such as standardizing base construction, improving employment and entrepreneurship service capabilities, and creating a high-quality ecology. It provides a broader development stage for young people in Hong Kong and Macao, and injects new impetus and vitality into the construction of the Guangdong Hong Kong Macao Greater Bay Area. One is to strengthen the construction and management of innovation and entrepreneurship bases for Hong Kong and Macao youth. Guangdong is promoting the construction of a "1+12+N" Hong Kong and Macao youth innovation and entrepreneurship incubation service support system, achieving "soft connectivity" of policies, services, and exchange mechanisms for Hong Kong and Macao youth to start businesses in Guangdong. At present, there are 84 innovation and entrepreneurship bases for young people from Hong Kong and Macao in the nine mainland cities of the Greater Bay Area, incubating over 5600 Hong Kong and Macao entrepreneurship projects. To strengthen employment and entrepreneurship training for young people in Hong Kong and Macao, Articles 9 and 13 provide regulations on vocational education, skills training, and entrepreneurship training policies. The third is to improve and refine employment and entrepreneurship support policies. To further clarify the employment and entrepreneurship support policies for Hong Kong and Macao youth, Article 12 of the Regulation stipulates that departments such as human resources and social security, finance, Hong Kong and Macao work, and taxation should formulate and implement support policies to encourage Hong Kong and Macao youth to work and start businesses in the nine cities of mainland China, optimize and simplify the application procedures for support policies; Eligible Hong Kong and Macao youth who work and start businesses in the nine cities of mainland China can enjoy various support policies such as employment subsidies, entrepreneurship assistance, entrepreneurship training subsidies, rental subsidies, and tax incentives. In order to better attract young talents from Hong Kong and Macao, Article 8 of the Regulation stipulates that eligible Hong Kong and Macao youth should be promoted to apply for civil service positions in the nine cities of mainland China; Support state-owned enterprises, institutions and other employers in nine cities in mainland China to openly recruit young people from Hong Kong and Macau; Support eligible young people from Hong Kong and Macau to apply for and participate in service projects such as supporting education, agriculture, healthcare, and rural revitalization; Support the recruitment of young PhDs from Hong Kong and Macau into postdoctoral mobile stations and research workstations in nine mainland cities, and explore cooperation with relevant institutions in Hong Kong and Macau to carry out the training of postdoctoral researchers. In order to strengthen the exchange between Hong Kong and Macao youth and the mainland, Article 10 stipulates that relevant departments and units should improve the policies for internships and apprenticeships for Hong Kong and Macao youth, strengthen cooperation with relevant parties in Hong Kong and Macao, timely collect and publish information on internship and apprenticeships positions, and organize the implementation of internship and apprenticeships plans for Hong Kong and Macao youth coming to the local area. At present, there are still some prominent problems for young people from Hong Kong and Macao to come to the nine cities in mainland China for employment and entrepreneurship. The main ones are: Hong Kong, Macao and mainland cities still need to further promote cross-border convenience for professional talents to practice; Many young people from Hong Kong and Macau face financing difficulties due to a lack of credit records and property assets in mainland China; Due to the cultural differences in policy systems among the three regions, young people in Hong Kong and Macao face some difficulties in obtaining and understanding policy information, integrating into mainland life, and so on. In order to solve these bottleneck problems, Guangdong promotes the reform spirit of daring to explore and try, daring to be the first, and boldly explores and innovates on the premise of following the top-level design of the central government. The "Regulations" make exploratory provisions for the construction of Hong Kong and Macao entrepreneurship and employment pilot zones, cross-border credit cooperation, and other aspects, better playing the role of pioneering exploration and demonstration driving. One is to promote the construction of the Hong Kong Macao Entrepreneurship and Employment Pilot Zone. In order to provide a more flexible employment and entrepreneurship environment for young people from Hong Kong and Macao, and fully leverage the advantages of Guangdong Province's pioneering efforts, the "Regulations" implement the requirements of the "Outline of the Development Plan for the Guangdong Hong Kong Macao Greater Bay Area" to establish a pilot zone for entrepreneurship and employment in Hong Kong and Macao. In order to strengthen the publicity and interpretation of employment and entrepreneurship policies, Article 23 stipulates that the government and relevant departments should carry out publicity and interpretation of employment and entrepreneurship laws, regulations, and policy measures, timely sort out and publish policy lists and application guidelines, guide Hong Kong and Macao youth to apply and enjoy policies in a timely manner, and where conditions permit, promote the improvement of the mechanism for exempting preferential policies from application.
