No matter how the form of war evolves or the mode of combat changes, strengthening the leadership of the Party committee in preparing for war is always the fundamental strategy and the way to victory. Practice has proven that the more informationized and intelligent the war, the more integrated the joint command, the more it is necessary to strengthen the leadership of the Party committee in preparing for war, and the more it is necessary to unify the scientific decision-making of the Party committee with the flexibility of military command, and effectively promote the development of strong combat effectiveness through strong leadership, organization, and execution. The first and foremost is to establish the standard of combat effectiveness. Wherever the guidance is established, the thoughts and energy of the officers and soldiers will be directed towards it, and all work will be concentrated towards it. Party committees at all levels should integrate combat effectiveness standards into the entire process and all aspects of military construction, coordinate all aspects of combat readiness work according to combat effectiveness standards, and focus on combat readiness and training with a combat readiness attitude and actual combat standards. All work should be focused on combat readiness, and all resources should be directed towards combat readiness, making combat effectiveness standards the basic principle of party committee leadership work and the work standard for all levels of military construction. The important thing is to strengthen the responsibility of preparing for war. Leading the preparation for war is the top priority of party committees at all levels, and we must firmly shoulder the political responsibility of preparing for war. Firstly, we must fully leverage the core leadership role of the Party committee, deeply integrate all Party committee work into the construction of combat effectiveness, strengthen the role of quality control and orientation, strictly implement the Party committee's system of discussing war and training, timely analyze the situation of combat readiness training, and focus on solving major problems that restrict the generation of combat effectiveness. Once again, we should make good use of methods such as inspections, audits, disciplinary committee supervision, and training supervision to monitor whether funds and resources are scientifically and reasonably allocated around enhancing combat effectiveness, whether various project constructions are coordinated and deployed around generating combat effectiveness, and tighten the main responsibility of party committee leadership in preparing for war. Fighter jets often operate in an instant, requiring command and decision-making to achieve rapid response, efficient operation, and scientific rationality.
