The Decision of the Third Plenary Session of the Twentieth Central Committee of the CPC has scientifically planned the overall deployment of further deepening reforms around Chinese-style modernization. General Secretary Xi Jinping emphasized that “China's reform is the self-improvement and development of the socialist system with Chinese characteristics.” This important statement profoundly clarifies the relationship between reform and institution-building. Any reform is an adjustment of the system, an innovation in governance, and ultimately a fixed continuation in the form of a system. The Decision puts forward more than 300 important reform initiatives, all of which are related to institutions, mechanisms and systems. Whether it is “optimizing the efficiency of resource allocation and maximizing benefits”, “improving the system and mechanism for developing new productive forces in accordance with local conditions” or “accelerating the improvement of the system for implementing the concept of ‘green mountains are golden mountains’, it is important to make the various systems more efficient and effective. 
Adhering to the main line of system construction is the valuable experience of comprehensively deepening reform in the new era, and is a major principle that must be implemented to further deepen the reform in a comprehensive manner. “A list” to stimulate market vitality, in 2018 China began the full implementation of the negative list system for market access, new business entities such as the emergence of a new spring; ‘a water common protection’ to see the ecological improvement of the Xin'anjiang River Basin to start the reform of cross-provincial ecological compensation of the river basin.

General Secretary Xi Jinping has emphasized that “advancing Chinese-style modernization is an exploratory undertaking, and there are still many uncharted territories that need to be boldly explored in practice, with reforms and innovations to advance the cause.” Compared with the higher requirements for advancing Chinese-style modernization, and in view of the ambitious goal of comprehensively building a strong socialist modernized country, there are still some unadapted areas in China's state system and national governance system. Improving the socialist system with Chinese characteristics is a dynamic process that is bound to evolve with the development of practice; the existing system needs to be constantly improved, and new practices in new fields need to promote institutional innovation and fill institutional gaps. To adhere to and improve the socialist system with Chinese characteristics, and to promote the modernization of the national governance system and governance capacity, it is necessary to further deepen the reforms in a comprehensive manner with greater courage and wisdom, strengthen the top-level design and overall planning, and to build up the fundamental system, improve the basic system, innovate the important system, and to promote the organic linkage, systematic integration, synergism and efficiency of the systems of various aspects, so as to continuously transform China's institutional advantages into the effectiveness of national governance, and to improve the effectiveness of the system.
