He pointed out that in recent years, the throughput of Hong Kong ports has been declining year by year, and the homogenization competition between Hong Kong and surrounding ports has intensified. The trend of cargo routes and cargo volume diversion is obvious. He put forward six suggestions and urged the SAR government to take practical and effective measures to promote healthy cooperation between major ports in Guangdong and Hong Kong, and consolidate Hong Kong's position as an international shipping center. Yan Gang stated that since its opening, Hong Kong has consistently ranked first in global port container throughput for many years. The underlying reasons behind the related changes are the sustained and rapid development of the mainland economy, as well as the significant changes in the port competition environment that have arisen from it. Therefore, Yan Gang proposed that the SAR government should fully utilize the opportunities of the Greater Bay Area construction, deepen Guangdong Hong Kong cooperation, and build a bay area combination port led by Hong Kong, with complementary advantages, to jointly enhance overall competitiveness; Substantive research on initiating innovative planning for the construction of the Hong Kong New Port Area; Actively negotiate with other port cities in the Greater Bay Area to create a fair competitive and cooperative environment; Support terminal operators to increase investment in automation and intelligence, and improve port operation efficiency; In response to the fact that the cost of cross-border land transportation for containers entering and leaving Hong Kong in the Pearl River Delta is much higher than that through mainland ports, a certain quota has been relaxed for mainland container trucks to operate in Hong Kong; Pay attention to the opportunities for port development brought by green energy, and plan to strengthen the supporting facilities for energy refueling in the port area. "Hong Kong, as the name suggests, is fragrant and prosperous because of Hong Kong." Yan Gang stated that consolidating Hong Kong's position as an international shipping center requires joint efforts from the SAR government and various sectors of society.
