Strictly prevent "retreat without rest" from engaging in corruption

Recently, there have been multiple reports mentioning the phenomenon of party members and cadres "retreating without stopping" and engaging in corruption. Party members and cadres, whether in office or after resignation or retirement, must be subject to the disciplinary constraints of the Party. They engage in corruption by retreating without rest, or use the influence formed during their tenure to seek benefits for others. Ultimately, they will not escape the severe punishment of Party discipline and national laws. In June 2023, Haining City, Zhejiang Province filed a case for review and investigation against Jiang, former deputy director of a certain bureau in the city. After investigation, Jiang received gifts, cash gifts and consumption cards from management and service objects in violation of regulations for a long time. After retirement, he continued to receive shopping cards from shopping malls in the name of Spring Festival and Mid-Autumn Festival gifts, used vehicles and refueling cards provided by the enterprise for free, and retained 200000 original shares donated by the enterprise in order to cash out after listing. In July 2023, Jiang, who had retired for two and a half years, was expelled from the party and sentenced to five years in prison for bribery in December of the same year. "After the resignation or retirement of party members and cadres, their original powers often have influence within a certain range and period of time," Ge Julian, Deputy Director of the Case Trial Office of the Haining Municipal Commission for Discipline Inspection and Supervision, told reporters. Sort out typical cases of "retreating without stopping" investigated and dealt with in recent years. Some party members and cadres used their power to illegally seek profits for management and service targets while in office, and continued to receive benefits after retirement; Some people, after retirement, act as intermediaries and continue to use their influence to greet and handle matters for relatives or specific relationships; There are also illegal practices, such as taking shares and receiving high salaries, which are essentially engaging in corruption and seeking personal gain. "The corrupt behavior of individual party members and cadres after retirement is closely related to factors such as inadequate implementation of relevant laws and regulations, as well as their erroneous ideological concepts." Wang Bin, director of the Eighth Review and Investigation Office of the Hangzhou Commission for Discipline Inspection and Supervision, analyzed that some party members and cadres believe that after retirement, they can break free from disciplinary constraints, evade supervision, and have a sense of luck to reduce their demands on themselves, ultimately breaking discipline and breaking the law. The newly revised Regulations on Disciplinary Action of the CPC focuses on further strengthening the full cycle management of party members and cadres, and improving the provisions on punishment of resigned or retired party members and cadres who engage in illegal employment, use their original powers or influence of their positions to make profits for relatives and friends. Article 105, Paragraph 1 of the Regulations enriches the punishment provisions for personal misconduct in employment after leaving the post. Wang Changkui, Director of the Regulations Office of the Chongqing Commission for Discipline Inspection and Supervision, introduced that the clause adds the phrase "or directly related to the original work business" in the content of illegal employment, expanding the scope of prohibited illegal employment after leaving the post, which is conducive to timely punishment and correction of related disciplinary violations. Article 106 has been added to the Regulations, which provides for disciplinary measures against Party members who engage in illegal acts of seeking benefits for others after leaving their posts. Among them, the first paragraph stipulates that "after resigning or leaving (leaving), using the influence of their original powers or positions, engaging in activities for spouses, children, their spouses, relatives, and other specific related parties"
