Scientific planning of urban "growth coordinates"

The standardization of determining the spatial scope of urban areas is an important foundational work for scientifically implementing urban statistical monitoring, planning and construction, and promoting the modernization of the national governance system and governance capacity. According to the Ministry of Natural Resources, China has completed the determination of 683 urban areas for the first time, achieving spatialization, quantification, and precision of urban areas. At present, the results of determining the urban area have been applied to national spatial planning formulation and implementation monitoring, urban spatial monitoring and physical examination evaluation, and other national spatial monitoring and analysis work. Urban areas are the basic spatial units for observing the trend of urbanization development and studying urbanization. China's cities have distinctive forms such as concentration, cluster, and belt, as well as vastly different natural conditions such as rivers crossing the city and dense lakes. Building a "ruler" that objectively measures urban areas is of great significance. With the help of advanced technology, advanced concepts such as intelligent management, digital city, and green and low-carbon were integrated, and every inch of land was planned clearly before construction began. The local people exclaimed, "Walk 5 minutes from the community to kindergarten, 10 minutes to primary school, 15 minutes to middle school, and 300 meters to the park. This is a city for the people." The city is the most concentrated place in China's various element resources and economic and social activities. The data and delineation technology of the urban area have strong potential for subsequent expansion, further adding information such as population, land use, property rights, and industries, which can provide support for the planning and construction of a people-centered urban environment that is suitable for business, living, entertainment, and tourism. In recent years, a series of reform and development measures in national spatial planning have led to the sustained and healthy development of China's new urbanization with Chinese characteristics. Taking Xiamen City in Fujian Province as an example, the local government has drawn a blueprint for the integration of comprehensive spatial planning with multiple regulations, integrating urban construction into the natural landscape pattern, promoting the synchronous improvement of "economic output value" and "ecological beauty value". "Blue sea and silver beach, clear water and green shore, blue sky and white clouds" have become the golden business card of the city. The urban area, as an important basic information of the city, is included in the "Land Spatial Planning Map" information system, laying an important foundation for promoting urban research and planning practice that is in line with China's national conditions. It will become a powerful technical tool for decision-making in the new urbanization strategy. Cities are important carriers of modernization. To promote Chinese path to modernization, we must focus on cities as the "locomotive" and scientifically plan the "growth coordinates" of cities.
