The settlement of over 120000 talents from around the world in Hong Kong is the best evidence of its attractiveness and the effectiveness of the SAR government in attracting talents. As the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, said, "Talents are the primary resource and the driving force for promoting economic development and competitiveness." Hong Kong's "governance and prosperity" cannot be achieved without talents, and the SAR government needs to take this summit as a new starting point, continue to work hard, and build a virtuous cycle of attracting talents. Introducing talents is just the first step, retaining talents and creating favorable conditions and social environment for talent entrepreneurship and innovation is a more long-term test. For this purpose, the Special Administrative Region Government has established a Talent Service Office to provide corresponding support to talents who are interested in or have just arrived in Hong Kong in terms of life, work, and children's education, and to assist them in their long-term development in Hong Kong; Launch an online platform called "Talent Service Window" to provide real-time support for talents arriving in Hong Kong, and follow up on the development and needs of talents in Hong Kong. In terms of specific measures, the SAR government can refer more to the successful experiences of other countries and regions in attracting talents, and continue to introduce more down-to-earth favorable policies, such as providing talent rewards, living subsidies, rental subsidies, entrepreneurship subsidies, etc. for eligible international students to directly settle in Hong Kong, so that talents who come to Hong Kong can live and feel at ease, and then enjoy their careers and start businesses. The starting point of the cycle is to make good use of talents. Encouraging talents to strive for value in their respective fields is the key to Hong Kong's "governance and development". At present, the SAR government actively introduces key enterprises to create space for talents to find employment in Hong Kong; On the other hand, it relies on social forces such as the High Talent Service Association and the New Entrepreneurs Association to continuously create employment opportunities. In addition, the cultivation of local talents in Hong Kong cannot be ignored, especially in the face of the impact of new technologies represented by AI (artificial intelligence). It is necessary to enable local talents in Hong Kong to better adapt to new situations and changes, and to "lead the trend" together with introduced talents, which is the essence of a "talent highland" that combines internal and external cultivation, accumulation and competition. Of course, in order to connect and promote the three links of talent attraction, retention, and employment, and form a virtuous cycle, it is not only necessary for the SAR government to comprehensively consider and implement policies, but also for the whole society of Hong Kong to work together, so that the world can continuously see Hong Kong's attraction to talents, the determination and sincerity to retain talents, and whether it is local or foreign talents, they can live and work in peace, showcase their strengths, and each has their own advantages
