With the development of artificial intelligence (AI) technology, the path of using AI to promote the overall leap of productivity and accelerate the formation of new quality productivity has become increasingly clear. Clearing the current bottlenecks in the development of the AI industry is of great significance for accelerating the development of new quality productive forces and promoting high-quality economic and social development in China. The important engine for developing new quality productive forces is the contemporary advanced productive forces that have emerged from revolutionary technological breakthroughs, innovative allocation of production factors, and deep industrial transformation and upgrading. It takes the qualitative changes of workers, labor materials, labor objects, and their optimized combinations as the basic connotation, and the improvement of total factor productivity as the core symbol. AI plays a positive role in promoting the above dimensions and is an important engine for developing new quality productivity. Firstly, in terms of technological breakthroughs, through technologies such as big data, deep learning, natural language processing, and neural networks, AI has developed to the stage of large models composed of billions to hundreds of billions of parameters, enabling machines to have the ability to mimic human thinking, driving machines to gradually replace not only repetitive labor but also innovative labor, bringing about revolutionary technological breakthroughs. Secondly, in terms of factor allocation, AI, as a new production tool, is integrating into various aspects of social production. It uses data as a new production factor and computing power as a new basic energy. Through a new mode of human-machine collaboration, it promotes the qualitative change of workers, labor materials, labor objects and their optimized combinations through "high skilled workers, intelligent labor materials, and multi form labor objects", promoting innovative allocation of production factors and a significant increase in total factor productivity. Finally, in terms of industrial upgrading, AI has extended traditional production boundaries, opened up new industrial spaces, cultivated new industries, formats, and models based on AI through the combination optimization and overall leap of production factors, promoted cross-border integration and deep transformation and upgrading of industries, and thus accelerated the development of new quality productivity. In recent years, with the development of China's AI industry entering a "deep water zone", the bottlenecks in the development of the AI industry have affected the development of new quality productivity, mainly including the following aspects. One is that some AI first mover technologies are still in the catching up stage. Currently, there is still a gap in core technologies such as overall architecture, model scale, data throughput, and training algorithms compared to the highest international level for AI big models in China. Secondly, there is a lack of computing power supply for AI application research and development. Computing power is one of the three core elements of AI, and there is a shortage of intelligent computing centers, large data centers, and domestically produced high-performance computing hardware equipment in China. Thirdly, the support for the development of the AI industry is relatively limited. Currently, China only accounts for 14% of the world's leading AI talents, and the industry's investment quantity and amount are relatively low. Multiple measures should be taken to unblock industrial bottlenecks. In response to the aforementioned AI industry bottlenecks, efforts should be made in research and development systems, technological breakthroughs, application scenarios, and factor guarantees to better empower the development of new quality productivity through AI.
