Zhang Jun said that currently, the linkage of transnational organized crime and the complexity and professionalism of criminal methods are constantly upgrading, intertwined with terrorism, and the harm and spillover effects are constantly expanding. The international community should attach great importance, adhere to a common, comprehensive, cooperative, and sustainable security concept, strengthen unity and cooperation, work together to combat transnational organized crime, and maintain common security. Zhang Jun stated that this year marks the 20th anniversary of the entry into force of the United Nations Convention against Transnational Organized Crime. Over the past 20 years, the influence and authority of the convention have continuously increased, becoming an important platform for the international community to respond to the threat of transnational crime. Countries should continue to rely on conventions and strengthen international cooperation in combating transnational crime. China appreciates the positive contributions made by professional organizations such as the United Nations Office on Drugs and Crime (UN Office on Drugs and Crime) in combating transnational organized crime. I hope that the United Nations Office on Drugs and Crime and the International Criminal Police Organization will continue to leverage their professional advantages, and strengthen cooperation with the United Nations Office against Terrorism and the Security Council Counter Terrorism Committee to provide support for member states in combating transnational organized crime. The Security Council should play its own role in coordinating responses to terrorism and transnational organized crime, avoiding their merging and infiltration, and threatening international peace and security. Zhang Jun stated that with the rise of new technologies, the level of specialization and concealment of transnational crimes such as telecommunications fraud, online gambling, and underground banking have increased. It is necessary to take multiple and bilateral measures, weave a strong cooperation network, and make every effort to compress the space for transnational organized crime. In addition to multilateral platforms, countries should strengthen cooperation on individual cases of combating transnational crime within a bilateral framework, by sharing evidence and intelligence, providing extradition and judicial assistance, and conducting cooperation in pursuit of fugitives and criminal assets, so that criminals and criminal assets have nowhere to hide. Countries should actively respond to requests for judicial cooperation from other countries to combat crime, and should not use various excuses to make their homeland a "safe haven" for criminals. Zhang Jun emphasized that only by establishing professional, efficient, and strong law enforcement teams in various countries can effective deterrence be formed against criminal activities. The United Nations and its relevant agencies and international partners should, on the basis of respecting the autonomy of member states, assist member states, especially developing countries, in strengthening their law enforcement capabilities in border defense, customs, drug control, justice, and other areas, train more law enforcement personnel for developing countries, and improve the level of security governance. In recent years, China has provided support to agencies such as the United Nations Office on Drugs and Crime through the China United Nations Peace and Development Fund, helping developing countries enhance their law enforcement capabilities. China will continue to provide assistance to countries in need within its capabilities.
