On the 7th, it was learned from the Ministry of Commerce that the protocol between the governments of the People's Republic of China and the Republic of Singapore to further upgrade the Free Trade Agreement was recently signed. The head of the International Department of the Ministry of Commerce introduced that the signing of the protocol is one of the important signs that China has entered the era of high standard negative lists in free trade negotiations, and will lay a more solid foundation for China's accession to the Comprehensive and Progressive Trans Pacific Partnership (CPTPP). On December 8, 2020, China and Singapore jointly announced the launch of negotiations to further upgrade the free trade agreement. Over the past three years, the working teams of both sides have conducted multiple rounds of intensive consultations and successfully completed all negotiations. In the upgraded protocol, China and Singapore have made commitments to service and investment openness through a negative list model, providing broader market space for both investors and service providers, and further expanding cooperation in emerging fields such as the digital economy. The signing of the upgrade agreement is a new milestone in China Singapore economic and trade relations, which will further stimulate the potential of service trade and investment cooperation between the two countries, and provide more solid institutional guarantees for enterprises to participate in each other's markets. Next, both China and Singapore will intensify their domestic legal procedures and strive for the early entry into force of the upgraded protocol. (Lai Xin She)
