On December 6th local time, the 13th China ASEAN Member State Prosecutor General's Conference was held in Hanoi, Vietnam. The conference was hosted by the Supreme People's Procuratorate of Vietnam and the theme was "Strengthening international cooperation in preventing and combating high-tech and transnational crimes.". The Chief Prosecutor of the State and the Prosecutor General of the Supreme People's Procuratorate, Ying Yong, led the Chinese procuratorial delegation to attend the meeting. At the opening ceremony, Wu Wenshang delivered a welcome speech, while the Prosecutor General of the Supreme People's Procuratorate of Vietnam, Lai Zhizhi, and the Prosecutor General of the Supreme People's Procuratorate of China, Ying Yong, delivered speeches respectively. After the opening ceremony, a plenary meeting was held, and Ying Yonghe, the heads of the procuratorial delegations of ASEAN member countries, Lin Dingguo, the Director of the Department of Justice of Hong Kong Special Administrative Region of China, and Ye Xunsheng, the Prosecutor General of the Procuratorate of Macao Special Administrative Region of China, delivered keynote speeches around the theme of the meeting. During his speech at the opening ceremony, Ying Yong stated that China and ASEAN are connected by mountains and rivers, closely related by blood, and are good neighbors, friends, and partners. Since the establishment of dialogue relations in 1991, political mutual trust has been continuously strengthened, economic and trade relations have deepened, and cooperation in various fields has been comprehensively promoted, paving a bright path of good neighborly friendship and win-win cooperation. Since its establishment in 2004, the mechanism of the China ASEAN member state procurator general meeting has adhered to equal treatment, mutual benefit and win-win results, strengthened high-level visits, and carried out effective exchanges and cooperation in jointly combating transnational crime, judicial assistance, and business training. It has played an important role in promoting peace, stability, and prosperous development in the region, This mechanism has become an important platform for judicial and prosecutorial cooperation in the Asian region and even worldwide. Ying Yong pointed out in his keynote speech that high-tech crime has the characteristics of specialization, intelligence, and concealment, with constantly evolving criminal methods and enhanced technological confrontation. Especially for high-tech crimes committed across borders, they exhibit characteristics such as spatial networking, data value, organizational virtualization, rapid implementation, and massive evidence, which can easily lead to difficulties in investigation and evidence collection, as well as difficulties in cross-border transfer and mutual recognition of evidence. High tech crime and transnational crime, as global governance challenges, seriously infringe upon the legitimate rights and interests of citizens of various countries, and endanger regional economic development and social stability. China has always attached great importance to preventing and cracking down on such crimes, formulated and improved relevant laws, adhered to effective crackdowns in accordance with the law, strengthened the recovery of criminal assets, strengthened international law enforcement and judicial cooperation, and continuously improved the quality and efficiency of punishment and governance. The Chinese procuratorial organs, as the legal supervision organs of the country and the judicial organs that ensure the unified and correct implementation of national laws, have important responsibilities in preventing and combating high-tech crimes and transnational crimes.
