Recently, the Department of Human Resources and Social Security of Guangdong Province formulated and issued the "Guidelines for the Construction of Employment Stations in Guangdong Province" (hereinafter referred to as the "Guidelines") to local human resources and social security departments, building grassroots employment stations at the "doorstep", promoting the construction of a "15 minute employment service circle", and bridging the "last mile" of serving the employment and entrepreneurship needs of the people. What is an employment station? The Guidelines have standardized descriptions of the basic service content of employment stations, including identifying employment needs, collecting employment positions, conducting supply-demand matching, implementing training guidance, and providing employment assistance. In fact, the employment station extends employment services to the frontline of community grassroots, providing a docking platform for job seekers and employers in the jurisdiction. The "Guidelines" provide detailed explanations on the construction requirements of employment stations. In terms of construction principles, the Guidelines point out that employment stations can be independently constructed and operated by the government, and can also attract human resource service institutions, social capital, and high-quality service resources to participate in the construction and management. Encourage places with conditions to explore the construction of mobile employment stations, promote the realization of "on-demand" employment services, explore the construction of online "employment stations", and achieve "convenient", "fast", and "no closing" employment services. In terms of construction and operation, the "Guidelines" require special consideration to be given to the construction of employment stations in streets (towns), communities (villages) where key groups such as local college graduates, those facing employment difficulties, and migrant workers are relatively concentrated, or in industrial parks where enterprises and individual businesses are relatively concentrated, as well as in stations and docks where there is a dense flow of first level personnel in commercial districts. In addition, we will integrate platform resources such as "Nanyue Home Economics" grassroots service stations and rural e-commerce grassroots service stations to build employment stations with service characteristics. We can also explore cooperation and construction with grassroots party and mass service centers, social organizations, financial service outlets and other platform carriers. In terms of the functional settings of employment stations, it is required to provide basic public employment services such as policy consultation, job registration, career guidance, information dissemination, and job recommendations. Encourage the establishment of relay stations, live broadcast rooms, skill training areas, etc. equipped with corresponding facilities and equipment. In addition, it is also required to open an information network and access the provincial employment integration information platform to meet the needs of on-site business operations and achieve integrated online and offline services. In terms of service personnel allocation, the Guidelines require the use of relevant policies such as public welfare positions and employment internships, actively creating public welfare positions and internship positions based on post stations, vigorously attracting key groups such as college graduates and those facing employment difficulties, and carrying out internship activities. Encourage the recruitment of volunteers and establish volunteer service teams at post stations. The relevant person in charge of the Provincial Department of Human Resources and Social Security stated that the province's human resources and social security departments will strengthen the construction of the workforce of employment stations, strengthen the construction of information integration platforms for stations, improve the management and operation system of stations, ensure the efficient operation of stations, and further improve the public employment service system covering urban and rural areas.
