What is the impact of China's comprehensive implementation of unified real estate registration?

On April 25th, Wang Guanghua, Minister of Natural Resources, announced at the National Conference on the Registration of Natural Resources and Real Estate Rights that China will fully achieve unified registration of real estate. This means that after ten years of efforts, a unified real estate registration system covering all land spaces, from scattered to unified, from urban houses to rural homesteads, from immovable property to natural resources, and covering all real estate property rights has been fully established. The unified registration system for real estate in China, led by the Civil Code and centered around the Provisional Regulations on Real Estate Registration, is basically taking shape, with supporting measures such as implementation rules, operational norms, and local regulations. In March 2013, the Central Committee of the Communist Party of China and the State Council decided to establish a unified real estate registration agency, proposing to integrate the real estate registration responsibilities dispersed across multiple departments, and achieve the "four unifications" reform task of registration agencies, registration books, registration basis, and information platforms. Nearly 800 million copies of real estate property rights certificates have been issued. On the 25th, the reporter learned from the National Conference on Natural Resources and Real Estate Property Rights Confirmation and Registration that this year marks the 10th anniversary of the implementation of the reform of unified real estate registration. Over the past decade, China has comprehensively established and implemented a unified real estate registration system. Real estate such as land and houses are the most common and valuable assets for enterprises and the public. Through unified registration of real estate, property rights can be clarified and the rights and interests of enterprises and the public can be avoided from being damaged. The Ministry of Natural Resources stated that there are currently about 3000 halls and 40000 windows across the country, providing various registration services to 400000 people and enterprises every day. More than 790 million real estate property rights certificates and over 360 million real estate registration certificates have been issued in total. In addition, over 2000 cities and counties have simultaneously issued over 330 million electronic certificate certificates. Tian Wenbiao, Director of the Natural Resources Confirmation and Registration Bureau of the Ministry of Natural Resources, stated that the capacity and level of real estate registration services in various regions have steadily improved, achieving a transition from "multiple locations, multiple doors, multiple times" to "one window, one network, one time" or even "no meeting", minimizing links, materials, time, and costs. General registration and mortgage registration can be completed within 5 working days. Tian Wenbiao introduced that in the past decade, China has basically formed a unified real estate registration system with the "Interim Regulations on Real Estate Registration" as the core and supported by implementation rules, operational norms, local regulations, and other supporting measures. The Real Estate Registration Law has been publicly solicited opinions from the public, and the real estate registration information platform connected at the national, provincial, municipal, and county levels is running smoothly. The real estate registration database covers the whole country and is updated in real-time, containing over 1.5 billion pieces of real estate registration information. Tian Wenbiao stated that the next step is to continuously improve the level of legalization and standardization of real estate registration, safeguard the legitimate rights and interests of various property owners, and more effectively protect property rights. Strengthen the sharing, analysis, and application of registration information, leverage data utility, and more fully reflect the value of registration data. It is understood that natural resource management departments at all levels have actively promoted the problem of "difficult registration" of real estate caused by historical legacy issues, solving a total of more than 11 million housing certification issues, benefiting more than 26 million people.
