Li Jiachao: Develop innovative technology, culture and art to enhance the attractiveness of Hong Kong
2023-03-02
"Innovation and technology can enhance competitiveness, and culture and art can increase the taste of life. Together, they will enhance the attractiveness of Hong Kong and make the future of Hong Kong infinite." Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region, said in an interview with the media a few days ago. The National "Fourteenth Five-Year Plan" outlines the positioning of eight centers in Hong Kong, including explicit support for Hong Kong's construction of an international innovation and technology center and the development of a Sino-foreign cultural and art exchange center. Innovative technology and culture and art are emerging industries. Li Jiachao said that the construction and development of these two centers will provide Hong Kong with important historical opportunities, show the advantages and development possibilities of Hong Kong to the outside world, and attract more talents and resources for Hong Kong. In the 2022 policy address, the SAR government proposed to "align with the national strategy and enhance the momentum of development", and made a series of arrangements for the construction of the International Innovation and Technology Center and the Sino-foreign Cultural and Art Exchange Center. In terms of innovation and technology, the SAR government has launched the "Hong Kong Innovation and Technology Development Blueprint" and established the "Hong Kong Investment Management Co., Ltd." and "Joint Investment Fund", which are government-led investment in strategic industries; In the area of culture and arts, the SAR government plans to use the "Culture and Arts Event Fund" to fund at least four projects involving more than 100000 people this year, and will also hold the first popular culture festival. Li Jiachao said that the next step is to promote the transformation of scientific research achievements and vigorously introduce talents. At present, the SAR government has launched a number of innovative "talent grabbing" plans, hoping to introduce at least 35000 talents every year. For example, the "High-end Talent Pass Program" launched at the end of December last year is mainly aimed at graduates from the top 100 universities in the world. After seven weeks of implementation, the number of applicants will exceed 10000. In Li Jiachao's view, although innovative technology and culture and art are emerging industries, there are "many inherent advantages" in Hong Kong. For example, in terms of innovative science and technology, Hong Kong has excellent basic research, with five of the world's top 100 universities; In terms of culture and art, Hong Kong has obvious advantages in internationalization. A series of world-famous exhibitions such as Art Basel have been settled here for many years. Speaking about the development opportunities of Hong Kong in innovation, technology, culture and art in the future, Li Jiachao pointed out that the key is to integrate into the overall national development situation and make good use of the development platform of the Greater Bay Area of Guangdong, Hong Kong and Macao. "Dawan District is like a team. Some members run fast, some run far, and some jump high." He said, "Make good use of the advantages of different cities, complement each other, and develop more efficiently." (AFP)
